MO

r:Ol12

The Council considered a request to grant an easement around
the north-south runway at the Municipal Airport. This easement would
be required to connect two parcels of land owned by Mr. Robert Lowman.
Alderman Beecroft requested that he be allowed to exercise his personal
privilege not to engage in the discussion of this item, which request
was granted by the Mayor. The City Manager informed the Council that,
in his opinion, this easement would not interfere with the City receiv-
ing aid from the CAA in the development of the Airport. The City Manager
was !nstructed by the Council to have the necessary easement drawn up
granting to Mr. Lowman a twenty (20) foot easement around the extreme
sout~ end of the North-South runway at the Municipal Airport.

The development of the airport was discussed and the City
Manager was authorized to proceed with preparation of plans for future
improvement and expansion of the airport facilities and to consult and
advi~e with the proper officials of the CAA to insure that these plans
met with their approval and will be eligible for matching funds.

, The City Manager recommended that the City Council consider
the ~mployment of a delinquent tax attorney as recommended in the Budget
message. He stated that Mr. Ross Terry, Attorney, Littlefield Building,
Aust!n, Texas, had indicated an interest in doing this work. The Mayor
instructed the City Wanager to contact Mr. Terry and have him meet with
the Council at 2:00 o'clock P. M., April 15th, next, to discuss the
matt~r.

The City Manager suggested that the Council could invite
repr~sentatives of the Texas Municipal Retirement System to meet with
them on the same date, April 15th, and discuss the matter of retirement
for the city employees, as further recommended in the Budget. This met
with ,the unanimous approval of the Council and it was directed that the
proper persons be notified.

~
Z
r.l
0::-
l:;S

I

The City Manager reported that the Assessor-Collector of taxes
had advised that in some few cases personal property tax notices (for
automobiles) had been sent to service personnel, formerly residents of
San Warcos, who had moved away and were still purchasing their automobile
license plates in Hays County. The City Council instructed the City I
Manager to refund any payments received from those persons, if they were
improperly assessed for the vehicles, and to report to the Council so
that.they could approve the removal of the assessment from the tax roll.

The City Manager reported that he had requested the International
Mapping Company, San Antonio, to defer work on the aerial mapping of the
city because of the lateness of the season and the amount of foliage on the
trees. This firm was the low bidder on the photographic work for which
bids were received on March 25th. A letter from the International Mapping
Company indicated that they would be agreeable to doing the work at a
later date, at the same price, if the City would issue a firm contract
covering the area and work to be done. On motion of Alderman Hil1burn,
seconded by Alderman Korff, it was the unanimous decision of the Council
that 'the work be deferred and that a letter of intent, followed by a
contract, be forwarded to the International Mapping Company to accomplish
the work during the winter months 1958-59.

There being no further business, the Mayor, at 4:00 P. M. de-
clared the meeting adjourned to reconvene at 2:00 o'clock P. M. on
April 15th.

Mayor C. M. Allen

Alderman S. R.
