<br />158 <br /> <br />City Manager Fuller asked the council if they had any objections to <br />having a Christmas program at the Community Center in the Park and stated <br />that the JayCees had been contacted and requested to work on the project, <br />and it was also the intentions to have a community sing to bring in the <br />Christmas season. The Council unanimously felt that such a program would <br />be a good thing, and approved having excess to the Park Building. <br /> <br />The City Manager stated that the City Employees would again like to <br />have a Christmas party similar to the one held at the Recreation Park <br />Building the previous year. Mayor Allen stated that he had greatly enjoyed <br />the one held in 1957 and thought that it was a very good idea to bring the <br />employees and their families and the Council closer together, which received <br />the unanimous approval of the Council. <br /> <br />It was requested by the City Manager that the Council clarify an <br />item regarding water rates and stated that he had been informed verbally <br />that the lowest water rate charges was 9~ per thousand gallons, as is <br />charged Camp Gary, and at the present time, there are customers receiving <br />a lower rate. City Manager Fuller asked the Council if it was their intent <br />that 9~ should be the lowest rate, and, if so, the Ordinance would have to <br />be amended. Alderman Beecroft stated that he felt that the Water and Sewer <br />Ordinances should be revised and that the revision should cover price <br />changes on all meter installations. It was the unanimous decision of the <br />Council to revise these Ordinances, which, however, would require extensive <br />study, and the matter was deferred to a later date. <br /> <br />I <br /> <br />A request was received from Mr. A. E. Gary that the City purchase a <br />Pt. Lot 9, Block 4, McKie 1st Addition, as the City had a sewer line cross- <br />ing the lot. It was the decision of the Council to defer this item until <br />such time that a full report could be received froD the City Attorney. <br /> <br />The City Manager gave a report to the Council regarding the acquisi- <br />tion of the necessary right-of-way for the extension of Linda Drive and <br />stated that all property owners had expressed, either directly or indirectly, <br />a willingness to make available the necessary right-of-way for the extension, <br />with the exception of Mr. Eddie Giesen, representing Mrs. Sally P. Bengston. <br />It was Mr. Giesens' feeling that the City should purchase this right-of-way. <br />It was the unanimous decision of the Council to obtain permission from the <br />other four (4) property owners and to continue negotiating with Mr. Giesen. <br /> <br />I <br /> <br />An agreement with the Missouri pacific RR for the construction of <br />a drainage ditch along the east side of the MP tracks from Buggs Lane to the <br />San Marcos River, was presented to the Council at this time, which was unani- <br />mously approved by the Council and signed by Mayor Allen with the work to <br />begin as soon as possible. <br /> <br />City Manager Fuller reported to the Council on the improvements to <br />Disposal Plant and Pipe Line and stated that he had checked with the <br />Electrical Engineers in San Antonio and Freese, Nichols & Turner and that <br />they had inforrned him that they will be ready to receive bids within three <br />(3) weeks with bid opening to be December 2nd. <br /> <br />The Council at this time was presented with a trial balance of both <br />the City General Fund and Utility Fund from April 1st through September 31st, <br />1958. <br /> <br />The City Manager reported to the Council the need of making two (2) <br />tax adjustments: <br /> <br />1. Mr. Louis Garza sold part of Lot 14 to <br />Mr. Benito Cisneros with a building on <br />it and both he and Mr. Cisneros have <br />been taxed for the building, which was <br />finally corrected in 1955, however, <br />Mr. Garza had overpaid in taxes in the <br />amount of $237.95. <br />2. Mr. Terry Jacks' property had failed to <br />be placed on the tax roll for one (1) <br />year and he had met with the Board of <br />Equalization regarding this matter and <br />they had agreed to go back and pick up <br />this property On the tax roll. <br /> <br />I <br /> <br />Motion was made by Alderman Hillburn and seconded by Alderman Beecroft to <br />make the proper adjustments on the tax roll regarding Mr. Jacks' property <br />and the tax refund to Mr. Garza.
