<br />5 <br /> <br />ADJOURNED REGUlAR MEETING HELD ON APRIL 8.1959 <br /> <br />On the 8th day of April, 1959, at 2:00 P.M., The Governing Body met in <br />adjourned regular session, Mayor C. M. Allen presiding: <br /> <br />I <br /> <br />Present were: Mayor C. M. Allen <br />Aldermen: ~. R. Beecroft <br />W. M. Davis <br />B. D. Hillburn <br />Herman Korff <br />James Tuttle <br />City Manager B. R. FUller <br />Deputy City Secretary Joann Hayes <br />Guests: Caesar-Damon <br />Wal ter Buckner <br />Colonel Joyce <br />Henry Kyle <br /> <br />Mayor Allen reported that the meeting was called for a public hearing <br />on the proposed 1959-60 Budget and asked if there was any discussion of the <br />Budget. Mr. Henry Kyle questioned the labeling of garbage collections as <br />"Contingencies" in the Utility section of the Budget. City Manager Fuller <br />explained that these funds were collected in the Utility Department as <br />"Garbage Collections" and transferred to the General;und as Garbage <br />Transfers under "Contingencies," as this was an acceptable auditing pro- <br />cedure and in' use in most municipalities. <br /> <br />Mr. Kyle also questioned the City's rate for garbage charges, pointing <br />out that the City anticipated collecting $45,200.00 from garbage charges, while <br />anticipating spending only $34,540.00 in the Sanitation Department. City <br />Manager Fuller explained that the $34,540.00 budgeted for expenses in the <br />Sanitation Department did not include all the expense of operating the garbage <br />pic~-up program, since such items as depreciation of equipment, billing <br />costs and uncollectables are not included directly under that department. <br /> <br />I <br /> <br />y~. Kyle questioned the water rates of the City, stating that there was <br />a plentiful water supply and he could not understand why the City charged their <br />present water rates. The Council members agreed that these water rates had <br />been set up a number of years ago, and City Manager Fuller pointed out the <br />amount of the transfers required each month from the Utility Fund to the <br />Interest and Sunking Fund and the Interest and Redemption Fund for debt service <br />on waterworks bonds. <br /> <br />There being no further business, on motion made and seconded, the <br />meeting was adjourned. <br /> <br /> <br />~" <br />4/)< , <br />,./-.'~ " .tU-t-1 ..v<--- <br />/' B.
