5

ADJOURNED REGUlAR MEETING HELD ON APRIL 8.1959

On the 8th day of April, 1959, at 2:00 P.M., The Governing Body met in
adjourned regular session, Mayor C. M. Allen presiding:

I

Present were: Mayor C. M. Allen
Aldermen: ~. R. Beecroft
W. M. Davis
B. D. Hillburn
Herman Korff
James Tuttle
City Manager B. R. FUller
Deputy City Secretary Joann Hayes
Guests: Caesar-Damon
Wal ter Buckner
Colonel Joyce
Henry Kyle

Mayor Allen reported that the meeting was called for a public hearing
on the proposed 1959-60 Budget and asked if there was any discussion of the
Budget. Mr. Henry Kyle questioned the labeling of garbage collections as
"Contingencies" in the Utility section of the Budget. City Manager Fuller
explained that these funds were collected in the Utility Department as
"Garbage Collections" and transferred to the General;und as Garbage
Transfers under "Contingencies," as this was an acceptable auditing pro-
cedure and in' use in most municipalities.

Mr. Kyle also questioned the City's rate for garbage charges, pointing
out that the City anticipated collecting $45,200.00 from garbage charges, while
anticipating spending only $34,540.00 in the Sanitation Department. City
Manager Fuller explained that the $34,540.00 budgeted for expenses in the
Sanitation Department did not include all the expense of operating the garbage
pic~-up program, since such items as depreciation of equipment, billing
costs and uncollectables are not included directly under that department.

I

y~. Kyle questioned the water rates of the City, stating that there was
a plentiful water supply and he could not understand why the City charged their
present water rates. The Council members agreed that these water rates had
been set up a number of years ago, and City Manager Fuller pointed out the
amount of the transfers required each month from the Utility Fund to the
Interest and Sunking Fund and the Interest and Redemption Fund for debt service
on waterworks bonds.

There being no further business, on motion made and seconded, the
meeting was adjourned.

~"
4/)< ,
,./-.'~ " .tU-t-1 ..v<---
/' B.
