<br />17 <br /> <br />J:RQ~1h.!H,IIQ!!' <br /> <br />WHEREAS, music offers an opportunity for both active <br /> <br />and passive participation and is most vital to the culture of <br /> <br />I <br /> <br />a civilization, and, <br /> <br />WHEREAS, music transcends geographical and ideological <br /> <br />barriers, and offerS understanding, inspiration, comfort, enjoy- <br /> <br />ment and recreation to both participant and recipient, and, <br /> <br />WHEREAS, the National Federation of Music Clubs joining <br /> <br />with educators, Civic groups, service clubs, and religious <br /> <br />organizations, will celebrate their 36th observance of National <br /> <br />Music Week; <br /> <br />NOW, THEREFORE, 1, Calvin M.
