.~
1lcV

~
:0
~
("'"}
l.)

Mr. Maynard Rich of the Texas Student Movement, Inc. by letter had
again requested that the City remit the 1951-58 taxes on Lot 21, Block 9,
Rio Vista Terrace Addition #2 in the amount of $93.17. After a discussion
of the tax status of this property, the Council agreed that the matter be
referred to the City's delinquent tax. attorney for his disposition.

City Manager Fuller reported to the Council that Mrs. Betty Churchill
had resigned her position as City. Treasurer, and suggested that Mrs. Fredericka
Turner be appointed. Alderman Hillburn made a motion, seconded by Alderman
Beecroft that Mrs. Fredericka Turner.be appointed as City Treasurer effective I
August 1, 1959. The motion was passed by a unanimous vote of the Council.

On November 23,1953, Mr..J.F. Thompson paid 12 years delinquent taxes
on a piece of property he owns. However, three years, 1942, 1943, and 1944,
were left unpaid and delinquent at that time. Mr. Thompson claims he intended
to pay all delinquent taxes, but the Tax-Collector had failed to mention the
three missing years. Mr. Thompson is willing to pay these taxes now if the
Council would waive the penalty and interest from November 1953 to date. After
some discussion the Council agreed to refer the matter to the City's delinquent
tax attorney for his disposition.

The report from the Board of Equalization for the tax year 1959 was
submitted for the Council's approval. The total net gain in valuations on
this report was $60,382.00. A motion was made by Alderman Korff and seconded
by Alderman Hillburn that the Council accept the report of the Board of
Equalization as submitted. The motion was passe' by a unanimous vote of the
Council.

Mr. R. L. Hyatt who leases the sewage disposal plant site had requested
that he be allowed to relinquish his lease. on all of this area except one small
plot lying to the north of the entrance road into the plant. After some dis-
cussion, the Council agreed that the land at the sewage disposal plant shOUld
be leased as a whole and should not be divided. City Manager Fuller was
directed to inform Mr. Hyatt of this decision.

I

The State Health Department had requested permission to hold a one-day
demonstration of sanitary refuse collection and disposal equipment in San
Marcos on September 16th. City Manager Fuller asked that the Council permit
the park to'be used for this meeting and the City's land back of the colored
school for the land fill demonstration. The Council agreed to permit this
demonstration as requested.

City Manager Fuller reported that through August 7th, the City had laid
1664 feet of the 18 inch sewer force main between the sewage disposal plant
and the new lift station. The disposal plant is approximately 90% complete
as of August 1st. Work on the lift station is about 90% completed. The
disposal plant shOUld be in operation within the next two weeks.

City Manager FUller reported that the signed engineering contracts had
been received from Beretta Greenslade for work on the bridge over the San Marcos
River. It was estimated that the Preliminary Phase should be completed on
or about September 30th and will be available to the Council about October 6th.
Alderman Hillburn introduced a Resolution, seconded by Alderman Beecroft, that.
Mayor Allen be authori~ed to execute the contract with Beretta Greenslade.
The Resolution was adopted by a unanimous vote of the Council.

City Manager Fuller read a letter received from Mr. Lee Harr, publisher
of the Hays County Citi~en, requesting a parking permit. It was noted that a
number of parking tickets remain unpaid by Mr. Harr. On motion made by I
Alderman Tuttle and seconded by Alderman Beecroft, the request that a parking
permit be granted to Mr. Lee Harr of the Hays County Citi~en be approved when
he pays his outstanding parking tickets. The motion was passed by a unanimous
vote of the Council.

City Manager Fuller read a suggested contract between the City and County
concerning a firefighting agreement. The Council agreed that this contract be
submitted to the City Attorney for his recommendations, and then submitted to
the County officials before August 15th.

There being no further business, upon motion mde and seconded, the meeting
adjourned.

__.J
