<br />67 <br /> <br />SPECIAL MEETING HELD ON DECEMBER 9. 1960 <br /> <br />On the 9th day of December, 1960, at 2:30 o'clock in the <br />afternoon, the Governing Body of the City of San Marcos met in <br />Special Session in the City Hall, Mayor C. M. Allen presiding. <br /> <br />I <br /> <br />Present: Mayor C. M. Allen <br />Aldermen: S. R. Beecroft <br />B. D. Hillburn <br />HeI1T1an Korff <br />City Manager B. R. Fuller <br />City Attorney Ernest Morgan <br /> <br />Absent: <br /> <br />Alderman <br /> <br />James Tuttle <br /> <br />The meeting was called to order by the Mayor who explained <br />the reason for the meeting was to discuss acquisition of the old Post <br />Office building and other matters. <br /> <br />The members of the Council discussed fully the matter of <br />the City's need for the old Post Office building. The Library Club <br />had notified the Council previously that they preferred any funds <br />expended to be for a new facility on their present location; the <br />College had indicated that they would not be interested in using the <br />building as a museum because of the excessive maintenance cost; and, <br />an analysis of restDration cost on the building indicated that it <br />would take a substantial sum to make the building usable for the City, <br /> <br />After a thorough evaluation of the various aspects of the <br />building, Alderman Beecroft made a motion that the City withdraw its <br />request for the old Post Office building for the fOllowing reasons: <br /> <br />I <br /> <br />The Library Club and the College were not interested <br />in making use of the building; and, <br /> <br />The City would be restricted in the number of eligible <br />functions which would qualify under Health, Education and <br />Welfare for use of the building; and, <br /> <br />The restoration and maintenance costs would be excessive <br />if the building is to be used only as a health center and/or <br />library; and, <br /> <br />The building is not physically suitable for a city hall <br />without extensive changes; and, <br /> <br />The Fire Department could not be housed in the building <br />and would still require construction of a fire house; and, <br /> <br />The City would lose considerable high tax value property <br />if the area was devoted to municipal use, <br /> <br />This motion was seconded by Alderman Korff and upon roll call the <br />motion carried unanimously. Alderman Tuttle, who was absent on <br />Chamber of Commerce business, had previously indicated that he was in <br />favor of the motion. <br /> <br />I <br /> <br />The City Attorney explained to the Council the manner in <br />which the vacancy created by the death of Alderman W. M. Davis could <br />be filled. It was the opinion of the Council that the matter be tabled <br />until the regular meeting on December 13th. <br />
