<br />/ -3/;/ <br /> <br />MEMORANDUM: <br /> <br />I <br /> <br />To: <br /> <br />City Council <br /> <br />Date: June 23, 1961 <br /> <br />From: <br /> <br />City Manager <br /> <br />On Thursday, June 22, 1961, at 10:00 A.M. in San Antonio, Texas the <br />City Manager met with Mr. David Miller, Mr. Jones, associated with <br />Mr. Miller, and Mr. R. L. Bunting of San Marcos. The purpose of the <br />meeting was to discuss the City's participation in utility extension <br />to a proposed subdivision Mr. Miller would like to develop on the <br />Scrutchin property near San Marcos. <br /> <br />Mr. Miller explained in detail the purpose of the subdivision and his <br />general operation. His subdivisions are primarily developed to attract <br />retired people. He pushes the retirement angle and sales to ex-service <br />people. He advertises in several states. He sold 560 lots in one year <br />in his development at Canyon Dam. If undertaken, he estimates that he <br />will sell 100 lots by the end of the second year the San Marcos pro- <br />ject is opened and about a 100 units per year with a maximum develop- <br />ment of 500 families. <br /> <br />I <br /> <br />In the proposed San Marcos development, Mr. Miller expects to attract <br />home builders in the $10,000 class, exclusive of the cost of the lot. <br />He explained that the land must be cheap. He does not plan to provide <br />fire plugs, he plans to use septic tanks for sewage disposal and he <br />plans to provide paved streets only 20 feet wide. He explained that <br />the use of a private water company is a solution to his problem. <br /> <br />The City Manager explained in some detail the possible solutions which <br />the Council had discussed. Some of the requirements of the subdivision <br />ordinance were explained. It was brought out that the prospective <br />home-owners might want urban services although the subdivision is being <br />designed as rural in character. Mr. Miller had no co~~ent. <br /> <br />Upon several occasions Mr. Miller brought out that nlS main concern <br />was "being subjected to rules and regulations". He cited several in- <br />stances where the municipality had permitted him to digress from <br />established procedures and ordinances. <br /> <br />The City Manager asked Mr. Miller what the Council could do to assist <br />him. The reply Was: 1. hear his story; 2. Find out exactly what <br />problems he was facing with respect to the economy of the project; <br />3. Nill the Council go along with 20 feet paved roads and other items <br />which he plans; 4. If the addition is brought into the City, will the <br />City participate in a 50% - 50% utility construction contract? <br /> <br />~r. Miller plans to send his engineer.to San Marcos within the next <br />three weeks to go over the area and make some recomnendations. <br /> <br />I <br />
