<br />,- <br /> <br />;..4;:' <br />I ~/ <br /> <br />RESOLUTION <br /> <br />I <br /> <br />WHEREAS, in the operation of the municipal government the <br /> <br />interest of the people, service to the citizens and economy of opera- <br /> <br />tion must be observed at all times and this can best be obtained <br /> <br />through harmony, cooperation and understanding; and <br /> <br />WHEREAS, the central control of municipal affairs has been <br /> <br />vested in a chief administrative officer, the City Manager, acting <br /> <br />under the policy and procedures adopted and approved by the City <br /> <br />Counci 1. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Council define the <br /> <br />duties of the City Manager, if this has not been done, and that the <br /> <br />City Manager be responsible for the hiring and firing of all city <br /> <br />employees, keeping in mind, of coUrSe, the wishes of his department <br /> <br />I <br /> <br />head s. <br /> <br />BE IT FURTHER RESOLVED that the City Manager require and <br /> <br />expect the full cooperation and loyalty of every city employee and <br /> <br />that the City Manager instruct all city employees in writing that <br /> <br />their loyalty and cooperation is expected and that failure to give <br /> <br />their loyalty and cooperation by spreading rumors, knocking depart- <br /> <br />ment heads, the City Manager, the City Councilor policy adopted by <br /> <br />the Council shall be cause for discharge; <br /> <br />AND, FURTHER, that the City Manager be given a free hand <br /> <br />in matters of personnel and the Council shall assure the City <br /> <br />Manager that he will have the backing of the Council on any action <br /> <br />taken to stop the idle and damaging talk by city employees. <br /> <br />I <br /> <br />PASSED AND APPROVED this the 11th day of July, A.D. 1961. <br /> <br />CL~'I <br /> <br />C.
