,- ;..4;:' I ~/ RESOLUTION I WHEREAS, in the operation of the municipal government the interest of the people, service to the citizens and economy of opera- tion must be observed at all times and this can best be obtained through harmony, cooperation and understanding; and WHEREAS, the central control of municipal affairs has been vested in a chief administrative officer, the City Manager, acting under the policy and procedures adopted and approved by the City Counci 1. NOW, THEREFORE, BE IT RESOLVED that the Council define the duties of the City Manager, if this has not been done, and that the City Manager be responsible for the hiring and firing of all city employees, keeping in mind, of coUrSe, the wishes of his department I head s. BE IT FURTHER RESOLVED that the City Manager require and expect the full cooperation and loyalty of every city employee and that the City Manager instruct all city employees in writing that their loyalty and cooperation is expected and that failure to give their loyalty and cooperation by spreading rumors, knocking depart- ment heads, the City Manager, the City Councilor policy adopted by the Council shall be cause for discharge; AND, FURTHER, that the City Manager be given a free hand in matters of personnel and the Council shall assure the City Manager that he will have the backing of the Council on any action taken to stop the idle and damaging talk by city employees.
