1 <br />PR OC LA MA TI OlV <br />WHEREAS, under the laws of the State of Texas all citizens <br />desiring to vote in elections held in the year 1952 must qualify by paying <br />the poll tax or obtaining a certificate of exemption from the poll tax by <br />January 31, 1962; and <br />WHEREAS, it is the patriotic duty of every citizen to participate <br />in the processes of self-government by meeting his obligations to his govern- <br />ment and preparing himself to vote; and <br />WHEREAS, eur right to vote is the moat basic of our constitutional <br />freedoms, secured in battle by our forefathers and defended in every genera- <br />tion by brave men willing to shed their blood to protect this right, which is <br />the cornerstone of our liberties and is now under attack by a ruthless com- <br />munistic society which has never permitted free elections; and <br />WHEREAS, the widest possible participation in elections is a .proud <br />sign of civic health and of a citizenry dedicated to the defense and the exer- <br />cise of our American way of life. <br />NOW, THEREFORE, I, as Mayor of the City of San ?~1a~^cc;s, Terms <br />do hereby proclaim the week January 24 to January 31, 1962, as <br />QUALIFY TO VOTE WEEK IN San h,2arcos <br />1 <br />aad urge that ail our citizens who are eligible to vote proceed promptly to <br />pay their poll taxes or obtain their certificates of exemption in order that <br />they may be qualified to vote. A people that does not exercise its rights <br />stands in danger of losing them.
