I

1/3 Z

CITY OF SAN MARCOS

SAN MARCOS. TEXAS

MAYOR TAYLOR'.S stATEMENT AT COUNCIL MEETING,
May 28, 1963

At the May 21st meeting of the City Council, a motion was

properly made, duly seconded, and passed that the Council

go into Executive Session to discuss a matter dealing with

personnel problems. It has long been the practice of the

Council that matters involving personnel will be discussed

in executive session if that be the wish of the Council.

The General Law Statutes of the State of Texas, under which

I

the City operates, gives the Council ample authority to go

into executive session at any time it is deemed to be to

the best interest of the City. The purpose of an executive

session is to give the members of the Council an opportunity

for free expression on the matter and only the action, if any

be taken, is recorded and becomes public when the minutes are

approved. However, none of the discussion, only action, is

recorded.

All of the citizens present at the May 21st meeting left the

viCinity of the Council room, respecting the wishes of the

Council. It later appeared that some of the news media did not

leave the viCinity of the place the Council was in executive

I

session and made public discussion by various members of the

Council, including direct ~uotes.
