TEXAS <br /> <br />MAYOR TAYLOR'.S stATEMENT AT COUNCIL MEETING, <br />May 28, 1963 <br /> <br />At the May 21st meeting of the City Council, a motion was <br /> <br />properly made, duly seconded, and passed that the Council <br /> <br />go into Executive Session to discuss a matter dealing with <br /> <br />personnel problems. It has long been the practice of the <br /> <br />Council that matters involving personnel will be discussed <br /> <br />in executive session if that be the wish of the Council. <br /> <br />The General Law Statutes of the State of Texas, under which <br /> <br />I <br /> <br />the City operates, gives the Council ample authority to go <br /> <br />into executive session at any time it is deemed to be to <br /> <br />the best interest of the City. The purpose of an executive <br /> <br />session is to give the members of the Council an opportunity <br /> <br />for free expression on the matter and only the action, if any <br /> <br />be taken, is recorded and becomes public when the minutes are <br /> <br />approved. However, none of the discussion, only action, is <br /> <br />recorded. <br /> <br />All of the citizens present at the May 21st meeting left the <br /> <br />viCinity of the Council room, respecting the wishes of the <br /> <br />Council. It later appeared that some of the news media did not <br /> <br />leave the viCinity of the place the Council was in executive <br /> <br />I <br /> <br />session and made public discussion by various members of the <br /> <br />Council, including direct ~uotes. <br />
