Moore, M.D. <br /> <br />I <br /> <br />The Mayor called the meeting to order at 7130 p.m. and stated that <br />the Special Meeting had been called to consider "A Resolution to be <br />introduced by Alderman William Pool". <br /> <br />Dr. Pool made the following statement before moving adoption of a <br />Resolution which he introduced before the Council: <br /> <br />"It is to be hoped that members of the governing body and all <br />San N~rcans will receive this resolution in the same spirit <br />of honesty and fairness in which it is offered. In this day <br />of confusion and turmoil throughout the world, the people of <br />the United states can no longer afford the luxury of passive <br />acquiescence in 'second class citizenship'; it is essential <br />that a unified effort be made on all levels of government to <br />insure to all people the fundamental tenets and concepts em- <br />bodied in American democracy and the democratic way of life. <br />It is also significant that many critics of the intervention <br />of the federal government into the affairs of state and local <br />government try to justify their position with the remark, <br />'This is a local problem' . It is with this pOSition in mind <br />that I offer this 'grass roots' policy on the local level." <br /> <br />Dr. Pool made reference to the fact that Governor John Connally <br />had only the previous day requested cities to pass this type of <br />voluntary resolution. <br /> <br />I <br /> <br />The Resolution, attached herewith as a part of the Minutes, was <br />read in full. Alderman Swift seconded the motion of adoption. <br />Alderman Ruiz offered as an amendment to the Resolution, the <br />inclusion of "sex" in the categories named, the final sentence to <br />read: <br /> <br />"...; and, in cases where equal opportunity has been denied <br />solely because of race, creed, color, or sex, to recommend <br />remedial action." <br /> <br />Alderman Pool and Alderman Swift, as maker and seconder of the <br />motion, accepted the amendment. <br /> <br />?,~ <br />
