Moore, M.D. <br />Lee Swift <br /> <br />The Mayor called the meeting to order at 7:30 p.m. He announced the <br />purpose of calling the Special Meeting as consideration of the <br />Jowers Petition, and to interview Mr. James M. Palmer as an applicant <br />for the position of Public Works Superintendent. <br /> <br />I <br /> <br />Mr. Keith Hoffman appeared before the Council to protest the fact <br />that his petition for bringing his property and that of Mr. Milton Jowers <br />into the City Limits had not been acted upon. He stated he was liVing in <br />Fredericksburg at the time of purchase of the property, and that he had been <br />given to understand that the property would be brought into the City Limits <br />in time for him to receive water and sewer service. His house was now ready <br />for occupancy; he had to vacate College housing by August 31; he requested <br />a "yes" or "no" answer from the Council on whether he could expect City <br />service on utilities. It was explained to Mr. Hoffman that his house is <br />not on a dedicated street, but on an easement that does not comply with <br />minimum standards required by the Subdivision Ordinance. The Mayor asked <br />Mr. Hoffman if he would be willing to deed five feet of his lot to the City <br />in order to widen the street to the minimum 4D-ft. Mr. Hoffman said he <br />would give five feet, and no more. Alderman Stokes explained the background <br />of the property, and why the City had not been able to approve the petition. <br />The Mayor said he would like to go on record as favoring bringing that one <br />piece of property into the City Limits, as a hardship case. Alderman Stokes <br />moved that the City annex one lot described by metes and bounds in Forest <br />Hills Addition owned by Keith Hoffman; and, further, that the petition for <br />annexation described by metes and bounds adjacent to said Hoffman property <br />belonging to Milton JowerS be denied. Alderman Pool seconded the motion, <br />and, on roll call the following vote was recorded: <br /> <br />AYE: Pool, Stokes <br />NAY: Ruiz <br /> <br />Whereupon, the Mayor deClared the motion carried. <br /> <br />I <br /> <br />Alderman Pool moved that "the City provide City utilities to <br />Mr. Keith Hoffman's property in the Lightfoot area, upon annexation; <br />this action can be justified as a 'hardship case'. In turn, Mr. Hoffman <br />agrees to deed to the City one half of the footage necessary to bring the <br />easement in front of his property to a minimum street standard(40 ft.); <br />and further provided that Mr. Hoffman will provide all easements at his <br />own expense necessary to connect City ~tilities."
