<br />The Mayor called the meeting to order at 7130 p.m. The Rev. Bob Allen,
<br />pastor of calvary Baptist Church, gave the Invocation.

<br />The Minutes of the previous meetings were approved as presented.

<br />The Council was presented with a number of designs for a seal for the
<br />City of San Marcos, submitted by an Art class of Southwest Texas State
<br />College. They were examined by the Council and the visitors at the meeting
<br />were invited to view them. Alderman Stokes moved that the Council send a
<br />letter of appreciation to the Art Department, commending the students for
<br />their fine work. Alderman Pool seconded the motion, which passed unanimously.
<br />The designs will be forwarded to the Planning and Zoning Commission for
<br />their consideration.

<br />The City Manager reported he had arranged for the Council to appear before
<br />the Texas State Highway Commission at 9130 a.m., Wednesday, Nov. 20.
<br />The San Marcos City Council has been placed on the agenda as "Delegation
<br />No.3". The City Manager was asked to prepare the presentation for the
<br />Council's request to the Highway Commission.

<br />The City Manager presented a request from Mr. Walter, Feltner for additional
<br />paving in Sunset Acres Addition. Mr. Feltner agreed to furnish the material
<br />for paving, if the City would furnish labor and equipment. The City Manager
<br />said it would be "about fifty-fifty" proposition. By common consent, the -'
<br />Council instructed the City Manager to consult with Mr. Feltner, estimate the
<br />cost of the paving, and report back to the Council.

<br />The City Manager reported two requests for utility services outside
<br />the City Limits. Mr. Otto Twidwell owns adjacent lots, one inside the
<br />City Limits, the other, outside. It was agreed service can be furnished
<br />him if he requests annexation on the second lot, where he expects to place v
<br />a house and trailer. The second request was from Mr. Eutiquio Torres,
<br />who lives on the River Road. Mr. Torres will be advised that he may
<br />contact his neighbors and try to bring the whole area into the City Limits.
<br />Service cannot be extended to him outside the City Limits.

<br />Mr. Elwood Soechting, acting as spokesman for a group of directors of
<br />the Chamber of Commerce, appeared before the Council to present a plan
<br />for "rejuvenation of the Square". The plan would provide more parking
<br />space in the downtown area. The plan was discussed thoroughly by the
<br />Council and members of the delegation. It was agreed that the cooperation
<br />of the Commissioners Court of Hays County would be needed to put the plan
<br />into effect. The Council expressed itself as favorable to the plan, and,
<br />by common consent, recommended that Mr. Soechting take the model before
<br />the Planning and Zoning Commission for its approval and/or further
<br />suggestions on implementing a general improvement plan for downtown
<br />San Marcos.
