<br />RESOLUTION
<br />
<br />WHEREAS, on the 12th day of December, 1963, the Department of
<br />the Army declared Camp Gary, Texas, excess to its needs; and,
<br />
<br />WHEREAS, the City of San Marcos has notified the Department of
<br />Defense, the Commissioner of Education of the Department of
<br />Health, Education and Welfare, the General Services Administration,
<br />the Federal Aviation Agency, and other appropriate agencies of the
<br />Federal and State Government of the City's interest in obtaining
<br />Camp Gary to assure its utilization to best serve federal, state
<br />and local needs; and,
<br />
<br />WHEREAS, it has been determined that the facility is ideally suited
<br />for a civilian airport and non-aviation activities; a R~sidential
<br />Vocational School; and other educational uses; and,
<br />
<br />WHEREAS, the City Council has by Resolution authorized making an
<br />application for aviation and non-aviation areas for use as a munici-
<br />pal civilian airport; and, the Board of Education of the State of
<br />Texas has made formal application to the Commissioner of Education
<br />of the Department of Health, Education and Welfare for the establish-
<br />ment of a Residential Vocational School under PL 88-210 at Camp Gary; and,
<br />
<br />WHEREAS, a team from the Texas Education Agency, City, and others
<br />interested and knowledgeable, has surveyed the facility and finds that
<br />all buildings, installed equipment and personal property will be requir-
<br />ed to provide a complete facility to accomplish the mission programmed
<br />for Camp Gary; and,
<br />
<br />WHEREAS, the Director Economic Adjustment, Office of the Assistant
<br />Secretary of Defense, has directed that facilities and equipment at
<br />Camp Gary "will be maintained intact at the installation until May 1, 1964,
<br />at least."
<br />
<br />NON, THEREFORE, BE IT RESOLVED by the City Council of the City of
<br />San Marcos, Texas, that the Council concurs in the survey and findings
<br />which have been made regarding Camp Gary and urgently requests the
<br />Department of Defense, or other responsible agency, to immediately
<br />place a "stop-order" on the removal of any real property of whatsoever
<br />type; any personal property, including but not limited to, pumps,
<br />motors, fire equipment, office furniture, maintenance equipment
<br />(trucks, mowers, motorgraders, rollers, e~~.), machines and machine
<br />tools, whether in "mothballs", stored or in use, airconditioning and
<br />heating units, meSS-hall equipment, classroom equipment, and other
<br />miscellaneous items.

<br />BE IT FURTHER RESOLVED that B.R. Fuller is hereby directed, authorized and
<br />empowered to prepare and submit an application for the use of Camp
<br />Gary designed to best serve federal, state and local needs, coordinating
<br />his efforts with the Texas Education Agency and such other agencies
<br />as may be involved.

<br />BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded
<br />to the Secretary of the Department of Defense, the Secretary of the
<br />Department of Health, Education and Welfare Office of Education, the
<br />Secretary of Labor, the General Services Administr~tion, the Federal
<br />Aviation Agency, the Members of Congress from this area, the Governor
<br />of Texas and such other agencies as may be involved.
