<br />special meeting, march 3, 1964, page three <br /> <br />~J ~ b <br /> <br />Alderman Stokes presented the following proposal to the Council <br />for consideration at the March 9 meeting: <br /> <br />I <br /> <br />"1. The City Manager shall be given an indefinite leave of absence <br />to perform certain specified work for the City of San Marcos. <br />He shall be placed under a contract with the City for the <br />execution of this work. It is estimated that it will require <br />three (3) years to complete the schedule as listed below, <br />however, the contract may be renewed from year to year at the <br />option of both parties. <br /> <br />2. The City Manager will 'phase out' the present City work to <br />insure an orderly transition. There should be no interruption <br />in scheduled work services. <br /> <br />3. The Council which shall take office in April will employ the <br />successor to the present City Manager. It is believed that a <br />competent person may be obtained when it is known that the <br />employment will be for at least a three year period. <br /> <br />4. Specifically, the work items to be performed are; <br /> <br />(a) utilization Plan for Camp Gary with implementation of the Plan <br /> <br />(b) Keeping current the City's Workable Program ; <br /> <br />(c) Preparation of a proposal to the Wally Byam Caravan Club <br />for a rally site <br /> <br />(d) Preparation of a GNRP, with the River Development Plan as the <br />item to be included as the first project; <br /> <br />I <br /> <br />(e) Develop a City Master Plan (required under the Workable Program); <br /> <br />(f) Make a base City map showing all utility lines, their size, <br />age and condition, with recommended extensions; <br /> <br />(g) Make a "downtown study" plan; and, <br /> <br />(h) Act as Consultant to the Council and the Planning and Zoning <br />Commission on planning matters, including utility extensions; and, <br /> <br />(i) Any other such items as may be referred to him by the Council. <br /> <br />5. Compensation shall be on a small retainer as Planner, plus <br />reimbursement on regular basis for the work performed on each project <br />listed above, or as may be delegated by the Councilor a City Agency <br />and approved by the Council. " <br /> <br />Alderman Stokes made supporting comments on his proposal, adding that it <br />was unfortunate that such a serious crisis should arise at a time of change <br />in City government. <br /> <br />I <br /> <br />The Mayor introduced the subject of changing the fiscal year from April 1 to <br />July 1, saying he had always felt i~ was a handicap to a new Council to have <br />to act on a proposed budget as soon as it goes into office. It was brought <br />out that since the City is involved with federal government projects, it <br />would be helpful to be on the same fiscal year as the government. The subject <br />was discussed briefly, and will be placed on the agenda for further consider- <br />ation at the March 9 meeting. <br /> <br />Alderman Ruiz suggested that the entire Council be named to the Steering <br />Committee for Camp Gary, in order that Aldermen might be kept informed of <br />progress being made. He pointed out that it would be particularly helpful <br />to the three new Councilmen who would take office in April. Alderman Stokes <br />moved that the Members of the Council be included on the Steering Committee. <br />Alderman Ruiz seconded the motion, which passed unanimously. <br /> <br />The City Manager gave a progress report on Camp Gary, reviewing briefly what <br />had been done by the TEA Team making the survey the previous week. <br /> <br />::.0 <br />I:;: <br />;;.... <br />~ <br />I~'\f <br /> <br />90~ <br />
