Fuller <br />City Manager <br />San Marcos, Texas <br /> <br />Dear Mr. Fuller: <br /> <br />I <br /> <br />You will recall that at our meeting with the school officials and Some of <br />the parents of the schools adjacent to S.H. 123, we agreed to make certain <br />revisions in our Signing, check the speed zoning and investigate other <br />possibilities of reducing the hazard to the school children on S.H. 123 in <br />San Marcos. <br /> <br />You are probably aware that we have placed an overhead school zone sign <br />with a flashing signal at the brink of the hill approximately 0.6 mile south <br />of the entrance to the high school and placed the school zone sign with a <br />flashing signal on a mast arm north of the school for south bound traffic. <br /> <br />We also conducted another speed zone survey in the school area both with <br />the speed zone signs down and with the speed zone signs up. There was very <br />little, if any, difference in the 85 percentile speed with either of these <br />two conditions. Actually, this survey indicated that the 85 percentile speed <br />of our survey of last August when school was not in session and our survey of <br />last September after school had started was merely confirmed by the survey <br />conducted last week. However, we have revised and are attaching a speed zone <br />strip map showing a speed zone of 40 miles per hour from I.H. 35 to just <br />south of the entrance to the high school for both north bound and south bound <br />traffic. This zoning falls within our tolerances for speed zoning in school <br />areas. <br /> <br />We are attaching a recommended City Ordinance to establish the new speed zoneS <br />and zone speeds. <br /> <br />il <br /> <br />It will be appreciated if your City Council <br />and return approved copies to uS as soon as <br /> <br /> <br />on this ordinance <br /> <br />JMO:jw <br />
