I I I =c :::: I~ 6~ AN ORDINANCE CREATING A TRAFFIC COMMISSIONi PRESCRIBING METHOD OF APPOINTMENTi PROVIDING FOR TERM OF OFFICEi METHOD OF FILLING VACANCIESi DESCRIBING DUTIESi NO DEBT MAY BE IN- CURRED BY SAID COMMISSION; and, FIXING AN EFFECTIVE DATE OF THIS ORDINANCE BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SAN MARCOS: Section 1. There is hereby created a traffic commission to be known as the San Marcos Traffic Commission. Section 2. The San Marcos Traffic Commission shall consist of seven (7) resident property owners, appointed by the Mayor with the consent of the Council. The members shall hold office under such appointment for a period of two (2) years; provided, the first appointees shall determine among themselves the term of service, three (3) for two year terms and four (4) for one year terms. Thereafter, at the first regular meeting in July of each year, the Mayor, with the concurrance of the Council, shall oppoint the appropriate number of members of the Commission for a two year term. Vacancies, if they occur, shall be filled for the unexpired term of the member as stated above. Section 3. The San Marcos Traffic Commission shall be an advisory body. It may establ ish its own rules and regulations for meetings and proceedings. Its recom- mendations, designed to reduce or eliminate traffic accidents, injuries and deaths re- sulting from the operation of motor vehicles, which, in the opinion of the Traffic Com- mission, should be adopted in order to accomplish the objectives of the Traffic Com- mission shall be submitted to the City Planner Jor review. If changes in traffic pat- terns, closing or opening streets are involved, the recommendation should be directed to the Planning Commission for study and considerotion as to the Master Plan. The Traffic Commission shall undertake a campaign of education of the general public as to traffic sofety. The cooperation of citizens should be solicited to insure understanding and cooperation in reducing and eliminating traffic accidents, injuries and deaths. The Commission shall seek the cooperation of civic groups created ond working for the same common purpose. The Traffic Commission shall make semi-annual reports to the City Counci I through the City Manager. Section 4. The Traffic Commission is not authorized to incur or create any debt unless prior approval has been obtained from the City Manager. Section 5.
