Alderman Ruiz asked <br />if 1964 cars were still available, and Mr. Ful leI" said <br />production of 1964 cars was shut down some time ago, which <br />was the cause of delay in delivery of the last car purchased <br />for the Police Department. The City Manager said the City <br />should be able to get del ivery of a car 30 days after speci- <br />fications were available for bids. Alderman Serur enquired <br />about thehiring of two new patrolmen discussed at a previous <br />meeting. Mr. Fuller said two applications were being screen- <br />ed atjthe present time, and it was hoped that two more patrol- <br />men would be hired before school starts. <br /> <br />I <br /> <br />Alderman Pool introduced the matter of a contract with Mr. <br />Fuller as City Manager-Planner. He said it had long been <br />under discussion, that a contract had been reviewed and <br />agreed upon, and he felt it was time for action by the Council. <br />Dr. Pool moved that the Council authorize the Mayor to sign and <br />finish negotiating a contract with the City Manager. Alderman <br />Serur seconded the motion. The Mayor said he would like to <br />add that the fee ling of the Counc i I was that the sign i ng of <br />a contract with the City Manager was uanything but a one-way <br />streetu. Mr. Taylor said; UNo one can forecast whit is going <br />to happen in San Marcos. I feel that it is as important to <br />the City to tie Mr. fuller as it is to give Mr. Fuller the <br />security of a contract. As a Council, we feel that with the <br />many things coming up, it gives the City th~ security of <br />having Mr. Fuller's services. Alderman Whittenberg regretted <br />that he could not attend today'smeeting; he has telephoned <br />since the meeting started to say that he hils studied the con- <br />tract and is in com~lete a~cord ~ith the Council's action-. <br />The question being called for, the following vote was recorded: <br /> <br />AYE: <br />NAY; <br /> <br />Pool, Ruiz, Serur, Tuttle <br />NOlle <br /> <br />I <br /> <br />The Mayor declared the motion carried. A copy of the cOlltract, <br />as executed by the Mayor, is made a part of the Minutes. <br /> <br />The City Manager brought to the Council's attention a survey <br />conducted on New York adm in i strators. I t showed that admi n- <br />istrators worked an average of 53 hours per week, 34 of which <br />were spent allswering the telephone, reviewing staff work, or <br />in staff conference.. Only 2 hours per week were spent on <br />long-range planning, as opposed toll hours answering telephone <br />calls. Mr..
