It is requested that the Counci 1 consider granting authority for four applications for advances for public works planning by the City of San Marcos: (I) sewerage faci lities; (2) waterworks; (3) streets and bridges; and, (4) community facilities." The City Manager explained that the law would require employing the services of a consulting engineer. A thorough discussion on long range planning ensued, with I all members of the Counci I in agreement that the rapid growth of San Marcos demanded action. Alderman Tuttle made .a strong statement in favor of providing over-due facilities for several areas of the City. Alderman Pool stated that work was being done in those areas, and he felt a five-year plan was in order. Alderman Whittenberg said that the present program needed to be accelerated: "If we need a bond issue, the Counci I should call it. If we're not men enough to call it, we've no business to be on the Counci I. We shouldn't wait for a petition from the citizens, if it needs doing." After further discussion, Alderman Whittenberg moved "that the Counci I authorize the City Manager to apply for federal funds (as provided for in Pl 560) for a study of public works improvements needed in San Marcos; that the City Manager estimate the amount of money needed to finance such a program in the City, with the purpose in mind that we" the City Counci I, propose a bond issue to do these things in 1966". Alderman Tuttle seconded the motion and on rol I call, the fol lowing vote was recorded: AYE; NAY: Pool, Ruiz, Tuttle, Whittenberg None I The Mayor Pro Tem declared the motion carried. Alderman Tuttle introduced discussion of the City's traffic problems, especially lack of traffic control on the Square. Councilmen agreed that the Police Department would have to be greatly increased to handle the present volume of traffic. Alderman Pool expressed the opinion that one-way streets might become a necessity in the near future, adding: "These streets were made for Model T's". Alderman Ruiz said that next year's budget should provide for 12 patrol= men; "Our traffic cannot be controlled with less than 12 patrolmen". Approval was given to charge the Explorer Scouts a flat fee of $25.00 for use of the Recreation Hal I in City Park on the weekend of Apri I 30, May I & 2, 1965. An application for permit to operate "Don's Cue Club" was brought before the Council. It being ascertained that the I application provided the necessary information required in the City Ordinance, Alderman Whittenberg moved that Don Backus be issued a permit for operation of "Don's Cue Club". Alderman Tuttle seconded the motion and on rol I call the fol lowing vote was recorded: AYE: NAY: Pool, Ruiz, Tuttle, Whittenberg None The Mayor Pro Tem declared the motion carried.
