<br />recessed sess i on, march 3, 1965 <br /> <br />page two <br /> <br />"repays such proportionate amount of the advance. <br />It is requested that the Counci 1 consider granting <br />authority for four applications for advances for <br />public works planning by the City of San Marcos: <br />(I) sewerage faci lities; (2) waterworks; (3) streets <br />and bridges; and, (4) community facilities." <br /> <br />The City Manager explained that the law would require <br />employing the services of a consulting engineer. A <br />thorough discussion on long range planning ensued, with I <br />all members of the Counci I in agreement that the rapid <br />growth of San Marcos demanded action. Alderman Tuttle <br />made .a strong statement in favor of providing over-due <br />facilities for several areas of the City. Alderman Pool <br />stated that work was being done in those areas, and he <br />felt a five-year plan was in order. Alderman Whittenberg <br />said that the present program needed to be accelerated: <br />"If we need a bond issue, the Counci I should call it. <br />If we're not men enough to call it, we've no business to <br />be on the Counci I. We shouldn't wait for a petition from <br />the citizens, if it needs doing." After further discussion, <br />Alderman Whittenberg moved "that the Counci I authorize the <br />City Manager to apply for federal funds (as provided for in <br />Pl 560) for a study of public works improvements needed in <br />San Marcos; that the City Manager estimate the amount of <br />money needed to finance such a program in the City, with <br />the purpose in mind that we" the City Counci I, propose a <br />bond issue to do these things in 1966". Alderman Tuttle <br />seconded the motion and on rol I call, the fol lowing vote <br />was recorded: <br /> <br />AYE; <br />NAY: <br /> <br />Pool, Ruiz, Tuttle, Whittenberg <br />None <br /> <br />I <br /> <br />The Mayor Pro Tem declared the motion carried. <br /> <br />Alderman Tuttle introduced discussion of the City's traffic <br />problems, especially lack of traffic control on the Square. <br />Councilmen agreed that the Police Department would have to <br />be greatly increased to handle the present volume of traffic. <br />Alderman Pool expressed the opinion that one-way streets <br />might become a necessity in the near future, adding: <br />"These streets were made for Model T's". Alderman Ruiz <br />said that next year's budget should provide for 12 patrol= <br />men; "Our traffic cannot be controlled with less than 12 <br />patrolmen". <br /> <br />Approval was given to charge the Explorer Scouts a flat fee <br />of $25.00 for use of the Recreation Hal I in City Park on <br />the weekend of Apri I 30, May I & 2, 1965. <br /> <br />An application for permit to operate "Don's Cue Club" was <br />brought before the Council. It being ascertained that the I <br />application provided the necessary information required <br />in the City Ordinance, Alderman Whittenberg moved that <br />Don Backus be issued a permit for operation of "Don's Cue <br />Club". Alderman Tuttle seconded the motion and on rol I <br />call the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Pool, Ruiz, Tuttle, Whittenberg <br />None <br /> <br />The Mayor Pro Tem declared the motion carried. <br />
