Alderman Pool moved that the <br />taxes be Hcharged offH and the City apply to HHFA for that <br />amount as a 100% Hnon-cash local g~ant-ih.aidH for Project <br />expense. Alderman Froh seconded the motion and on rol I <br />cal I, the fol lowing vote was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Pool, Tuttle, Whittenb~~g <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />I <br /> <br />The City Manager furnished the Counci I members with a <br />Memorandum on the U.S. Fish Hatchery property, declared <br />surplus by General Services Administration. Southwest Texas <br />State College wil I make application for the approximately <br />26.57 acres (Tract I) comprising the main site. The City <br />Manager recommended that the City make appl ication for the <br />1.3 acres at the north end of Tract 2, where the entrance <br />road to Aquarena and Spring Lake Hi I Is crosses the slough. <br />The City Manager explained that there are certain easements <br />and street rights-of-way involved, which he considers are <br />essential to effective municipal operation within the area. <br />A map of the Fish Hatchery property was attached to the <br />Memorandum, and \"as stud i ed in the discuss i on. A I derman Poo I <br />introduced a Resolution authorizing the City Manager to take <br />the action necessary in the City's interest in fi ling appli- <br />cations for acquisition of easements, rights-of-way and such <br />other property as the City may require. The Resolution, <br />attached as a part of the Minutes, was read in ful I and dis- <br />cussed. Alderman Pool moved its a~proval. Alderman Whitten- <br />berg seconded the motibn and on rol I cal I, the fol lowing vote <br />was recorded: <br /> <br />AYE: <br />NAY: <br /> <br />Froh, Pool, Tuttle, Whittenberg <br />None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />I <br /> <br />The City Manager distributed a Memorandum on PL 88-452, <br />the Economic Opportunity Act of 1964, pointing out its <br />beneficial possibi lities for San Marcos. The programs <br />available under EOA were discussed. Alderman Pool said <br />PL 88-452 had been signed in August, and he felt it was <br />time for the City Manager to be authorized to investigate <br />how some of the programs could be initiated for San Marcos. <br />The City Manager pointed out that the programs must be init- <br />iated by the community, and must have the Governor's approval. <br />After thorough discussion, Alderman Froh moved that Mr. Fuller <br />be authorized to investigate the type of programs suitable to <br />San Marcos, and present a plan to the Counci I.
