<br />The Mayor called the meeting to order at 7:30 p.m. The
<br />Rev. Hugh Busby, pastor of First Christian Church, gave
<br />the Invocation.
<br />
<br />The Mi~utes of the August 9th~ August 12th, and September
<br />2, 1965, were unanimously approved as presented, on motion
<br />of Alderman Froh and second of Alderman Tuttle.

<br />The Rev. Eugene Jennings, rector of St. Mark's Episcopal
<br />Church, appeared before the Counci I to request an "expanded
<br />Bui Iding Code to allow wood shingles on a place of assembly".
<br />He showed proposed plans for a new churchbuilding,~xplain-
<br />ing that the arch1tect's plans called for field stone and
<br />shingle roof. The present amendment to the Bui Iding Code
<br />perm its sh i ng Ie roofs on dwe II i ngs and certa i n types of
<br />buildings, but not churches. Father Jennings quoted sup-
<br />porting facts about shingles as a fire hazard,and cost
<br />and durabi lity, as opposed to other types of roofing. The
<br />Mayor said that since the Bui Iding Code prohibitswodd shingles
<br />on anyplace of pub I i c assembly, the C i tywou I d have to che'ck
<br />with the State Fir~ Engineer. "If it does not aff~ct the
<br />key rate of San Marcos", the Mayor sa i d, "the Counc i I will
<br />consider the request." The City Manager said he had contact-
<br />ed the State Engineer on fire insurance rating, and had re-
<br />quested an opinion from the State Board ~f Insurance. After
<br />further discussion, Alderman Whittenberg moved that if the
<br />State Fire Insurance Board gave a favorable opinion, and the
<br />key rate would not be affected, that the request of the Epis-
<br />copal Church be granted. Alderman Pool seconded the motion,
<br />and on 1'01 I cal" the fol lowing vote was recorded:
