By letter dated <br />2 Se.ptembe.r 1965, Mr. King was requested to furnish additional <br />inforreation about the service be.foxe appearing before the Council. <br />This would give. the City Manager and City Attorney an opportunity <br />to study the matte::r and make some re.c::Jnnne.ndation t.o the Couneilo <br /> <br />"" <br /> <br />Hr. Eugene Jennings h2S asked to be heard regarding <br />an amendment to Article VIII of the Bu.ild.ing Code. If appt';)ved~ <br />this would further arr~nd Section 80202 by permitting a wood shingle <br />roof to be used on buildings used for public assemblage_. The Mayor <br />dnd Council has been furnished a very complete report on tbis matter <br />in a letter from 'Father Jennings ~ A c.opy of the letter was not <br />received in the.. City Manager1s Office unti.l about noon on Friday. <br />The Enginsering Section~ State Insurance Bureall~ has been requested <br />to review this matter to determine what, if any} affect it would <br />have on the, Key Rate. City Manage.r~ City Attorney~ representatives <br />of the diving clubs and Aquarena be held to work out a satisfactory <br />solution, 1J.7ith the. probable result of an ordinance bei.ng pre.pared <br />for consideration by the Councill1 0 This motion carried" The City <br />Manager and City Attorney have discussed this matter at great length, <br />met at various times :i.ndi:lJidually, with representati vas of <br />Aquarena~ members of clubs, held long distance telephone conversa- <br />tions T,,;>ith "scuba divers!!, and others interested in the problem~ <br />The Legislation, identified as H.B~ No" 69, Water Safety-Watercraft, <br />was appro,,,re.d June 18, 1965, and became effective Augus t 30 ~ 19.65, <br />90 days after date of adj ournment. The City's Attorney ruled the <br />City Council could not take any action until the effective date <br />of the Statute. Mr. Brad has been advised that, at present, the <br />portion of the San Marcos River above the bridge on Loop 82 is <br />"land loc.kedll as the entire shore line is controlled by private <br />owne.rs. It was suggested that he (Brad) Iease or othen.Jise arrange <br />a means to gain lawful entry into the water~ When this is done, an <br />ordinance eould be drafted for consideration by the Ccuncil" From <br />a conversat.ion \~~ith :<::.
