<br />I <br /> <br />I <br /> <br />I <br /> <br />L___ <br /> <br />EXECUTIVE SESSION OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, HELD ON THE 27TH DAY OF OCTOBER, 1965. <br /> <br />A meeting of the Council of the City of San Marcos was held on <br />the 27th day of October, 1965, at 7:30 p.m. in the City Manager's <br />office, City Hall. <br /> <br />PRESENT: Mayor Serur <br />Alderman Damon <br />Alderman Froh <br />Alderman Pool <br />Alderman Tuttle <br />Alderman Whittenberg <br /> <br />B. R. Fuller, City Manager <br /> <br />The Mayor explained that the meeting had been called to consider <br />a letter which had been received from B. R. Fuller, City Manager, of- <br />fering his resignation as City Manager subject to certain conditions. <br />The letter was read in full. Alderman Froh moved that the resignation <br />be accepted as written. Adlerman Pool seconded the motion. In the <br />discussion which followed, the matter of the wording "plus accrued <br />vacation" was discussed. Mr. Fuller was asked ~lS'long it had been <br />since~tad taken a vacation. One of the aldermen noted that he felt <br />sure it had been over four years. By agreement it was stipulated that <br />the equivalent of four years' vacation would be allowed. The motion <br />by Alderman Froh to accept Mr. Fuller's resignation, with stipulations, <br />was passed by common consent. <br /> <br />The Council asked for a clarification of the termination date. <br />It was felt by some members that an interim city manager should be <br />appointed. Alderman Whittenberg reffered to a letter of resignation <br />submitted by Assistant City Manager C. B. McElroy and asked why he <br />(McElroy) could not take over for a period of time. It was explained <br />that Mr. McElroy had resigned effective November 15th and that the City <br />Manager had recommended that he be released for work purposes at mid- <br />night on October 31st, 1965, and that he be paid for 15 days terminal <br />leave and 17 days accrued vacation. One of the~dermen asked why both <br />the City Manager and Assistant City Manager had tendered their resigna- <br />tions concurrently. Mr. McElroy was contacted by telephone and asked <br />to meet with the Council. <br /> <br />When Mr. McElroy arrived at City Hall he was asked if he was in- <br />teres ted in being "Interim City Manager." McElroy stated he was highly <br />honored that he had been asked to serve. "There is nothing 1 would <br />like better than be City Manager of San Marcos," McElroy stated, "how- <br />ever, under the circumstances, I feel that 1 cannot accept the offer." <br />When asked, he stated that he had accepted otheremplciyment. If 'the <br />Council felt it advisable, he would be willing to stay through November <br />15th, and if an emergency existed, delay his departure from the City <br />until November 22nd; however, he would want to be released on that date. <br /> <br />Alderman Tuttle moved that Mr. Fuller's resignation, at a date to <br />be determined at the convenience of the Council, is hereby accepted. <br />Alderman Whittenberg seconded the motion. Upon roll call the following <br />vote was recorded: <br /> <br />AYES: <br />NAYS: <br /> <br />Damon, Froh, Tuttle, \>hittenberg <br />Pool <br /> <br />The Mayor was requested by the Council to notify the press "A <br />replacement will be secured at the earliest possible date, to secure <br />an orderly turnover of City affairs." <br /> <br />The method by which a replacement for the City Manager would be <br />secured was discussed. It was suggested that the Texas Municipal League <br />be contacted for the names of possible applicants for the position. <br />Alderman Whittenberg recommended a salary of $1000 per month. Alderman <br />Damon suggested that the salary range be set from $10,000 to $12,000 <br />per annum depending on the qualifications. It was the unanimous decision <br />
