He said he felt if the church <br />could not purchase the 3.62 acres, so that the build- <br />ing could face on Hopkins Street, that the Bishop <br />would require that it face Riverside. Alderman Froh <br />moved that St. John's Church be offered a 99-year <br />lease on the 3.62 acres of park land in question. <br />Alderman Pool seconded the motion. Alderman Damon <br />said he felt hasty action was unwise, and insisted <br />more deliberate consideration be given: "In these few <br />minutes you gentlemen would give 3.62 acres of park land I <br />that peop I e worked hard to acqu i re. I know the suffer- <br />ing and effort people put in to acquire park land - that's <br />the way people feel about park land." The Mayor said if <br />a lease were negotiated, it should stipulate that noth- <br />ing could be bui It on it. Mr. Damon said an appraisal <br />on lease terms should be obtained before the City agrees <br />to lease. He said he was not opposed to helping the <br />church; he ~ opposed to hasty action on such an import- <br />ant matter. Mr. Damon cal led attention to the fact that <br />the mot i on before the Counc ii, as stated, inferred that <br />the Council was not willing to sel" only lease, and that <br />no price was mentioned for a lease. Mr. Froh then offered <br />a substitute motion, as fol lows: "I ~ove that the Counci I <br />offer to sell, or lease for 99 years, the 3.62 acres of <br />park land in question to St. John's Catholic Church, sub- <br />ject to the conditions that would be stipulated by this <br />COijnci I." Alderman Pool seconded the motion and on rol I <br />call, the fol lowing vote was recorded: <br /> <br />AYE; <br />NAY: <br /> <br />Damon, Froh, Pool, Tuttle <br />None <br /> <br />The Mayor declared the motion carried. <br /> <br />I <br /> <br />The Mayor read aloud a letter from District Engineer <br />T.K. Wood, Texas Highway Department, stating that the <br />Highway Department, under State Statute, has the sole <br />responsibility for determining traffic control on I 35 <br />through the City of San Marcos. The Mayor asked the <br />members of the press present to give the letter public- <br />ity, since there had been so much dissatisfaction with <br />one-way traffic control on access roads to I 35. Alder- <br />man Damon moved that the letter be made a part of the <br />Minutes.
