<br />The Mayor cal led the meeting to order at 5:30 p.m. He stated
<br />the purpose of the meeting was to consider an ordinance pro-
<br />hibiting swimming in Spring ~ake. On request of Don Brod,
<br />owner of Aquat i c Sports, I nc., the Mayor de I ayed open i ng d i s-
<br />cussion to give Mr. Brod's attorney, George Wi II is, III, time to
<br />arrive from EI Campo. When Mr. Wi llis had not arrived at 5:48,
<br />the Mayor called the meeting to order.

<br />Mr. Serur said the problem of scuba diving in Spring Lake had
<br />been brought before the Counci I by Mr. Brod approximately a
<br />year ~go. At that time, the Mayor stated, the Counci I urged
<br />the two parties in disagreement to get together and try to
<br />straighten out their difficulties. The services of the City
<br />Attorney .were offered. TheCounc ii's recommendat i on at that
<br />time was not fo II owed, and it was .now the fee ling of the
<br />Counci I that it was time to take action. The Mayor read aloud
<br />an ordinance, caption of whi~h is as fol lows:
