<br />The Mayor cal led the meeting to order at 7:30 p.m. The Reverend
<br />C. Eugene Jennings, Rector of St. Mark's Church, gave the
<br />Invocation.
<br />
<br />The Minutes of the Apri I 12, 1966 meeting were unanimously
<br />approved as presented, on motion of Dr. Pool and second of.
<br />Mr. Damon.
<br />
<br />The Mayor introduced and read aloud a Resolution commending
<br />A.G. Tuttle for his term as Alderman. Aldermarr Damon moved
<br />approval of the Resolution. Alderman Whittenberg seconded
<br />the motion and on roll call, the following vote was recorded:
<br />

<br />NAY: None

<br />The Mayor declared the Resolution Passed and Approved.

<br />The Mayor recognized Mrs. W,E. Norris, President of the League
<br />of Women Voters, who read a petition from the League requesting
<br />the Council toeall an election for a Charter Commission, as a
<br />first step toward securing a Home Rule Charter for the City of
<br />San Marcos. The petition is made a part of the Minutes.
<br />The Mayor asked Mrs. Norris to outline some of the advantages
<br />of a charter. Mrs. Norris called on Mrs. Bob Cooper, chairman
<br />of the League's study on the various forms of city government.
<br />Mrs. Cooper said the league favored the Counci I-City Manager
<br />form of government, and named the benefits to be derived from
<br />a charter providing that form of municipal government. Mrs.
<br />Cooper answered questions of Counci Imen and visitors at the
