Box 725 <br />San Marcos, Texas 78666 <br /> <br />Dear Mayor Serur: <br /> <br />I <br /> <br />This will acknowledge receipt of your letters of April 19th, addressed to <br />Chairxnan Petry and to the writer, relative to the return to two-way traffic <br />movement on certain portions of the Interstate Highway 35 access roads at <br />San Marcos. <br /> <br />In your letter you recognize the fact that the City Council of San Marcos <br />passed an Ordinance in September, 1965, banning two-way traffic on these <br />sections, in accordance with a request from District Engineer Bluestein. <br />You state that due to the continued requests of citizens in this area and <br />due to the construction of R.M. 12 you request our investigation and con- <br />sideration of a return to two-way traffic movement. <br /> <br />I <br /> <br />From an engineering and safety point; of view we are convinced that our <br />action last fall of converting these sections to one-way movement was <br />correct. Many times we build these faci1i ties in the early stages to <br />accommodate two-way traffic and over a period of time, as roadside develop- <br />ment occurs, we find that the traffic develops to a point where in the <br />interest of safety it is most desirable to convert the access road to a <br />one-way type facility. We fully realize that in making this transition <br />roadside businesses often feel that we have been unfair. We appreciate <br />the problem that faces the City of San Marcos and, consequently, if you <br />desire, I would suggest that the City of San Marcos appear at a public <br />hearing of the Highway Commission, here in Austin, in order that you may <br />present the merits of the discussions of your citizens and roadside busi- <br />nesses as may have been presented to your City Council. This would permit <br />the Highway Commission to review this matter to determine the proper course <br />of procedure. <br /> <br />Since the next meeting of the Highway Commission is next week and. time <br />would not permit the adequate preparation for such a hearing, it is <br /> <br /> <br />\ iA-- <br />\] ,j U <br />
