Eugene Jennings, Jack Major, Herbert <br />Nix, George Reed, Walter Feltner, and <br />others <br /> <br />The Mayor called the meeting to order at 7:30 p.m. <br /> <br />Minutes of the meetings held May 27 and June 13, 1966, were ap- <br />proved as presented, on motion of Alderman Pool, and second <br />of Alderman Damon. <br /> <br />I <br /> <br />B.B. Schraub, an attorney from Seguin, Texas, representing <br />Robert P. Lowman, came before the Council to ask that a new <br />contract between the City of San Marcos and Mr. Lowman, re- <br />garding the City's lease of three tracts of land from Mr. <br />Lowman for use as a municipal airport, be drawn up. It was <br />noted that area for two runways and a s~uare tract of land <br />behind the runways was deeded to the City by Mr. Lowman in <br />1954, on condition that the City arJmillister'and use this <br />airport for twenty years from that date. Mr. Lowman feels <br />that the City has not lived up to its obligation as set <br />forth in the deed, and that an enlargement of the terms <br />lIadminister and usell is needed. Alderman Pool suggested <br />that if the only thing Mr. Lowman wished from the City was <br />a new contract for the airport, then the Council should <br />agree to the new contract. It was suggested by Alderman <br />Froh that Mr. Schraub and the City's Attorney, Albert <br />Walker, work out a new agreement between the City and Mr. <br />Lowman. This suggestion was agreed upon by common consent <br />by the Council. <br /> <br />I <br /> <br />S. K. Doiron, representing the residents of Smith Lane, <br />presented a petition protesting Mrs. Barna Thomas' moving <br />of two Urban Renewal~condemned buildings onto her lot <br />on Smith Lane for apartment purposes. Mr. Doiron declared <br />that this action on the part of Mrs. Thomas has lowered <br />the property value on the street, and that the residents <br />have been misled by either Mrs. Thomas or by the Planning <br />and Zoning Commission, since it had been understood that <br />duplex dwell~ngs would be erected on Mrs. Thomas' property. <br />I~. Doiron asked that the Council check the legality of <br />moving sub-standard apartment houses onto lots zoned for <br />duplexes. The Mayor asked Jack Major, City Building Inspector, <br />to give those present an idea of what has occurred with the <br />Thomas property. Mr. Major stated that the houses on Mrs. <br />Thomas' lots were neither condemned nor sub-standard, and that <br />the City can do no more than enforce the Building Code. After <br />
