Alderman <br />Whittenberg expressed himself as wanting action <br />stepped up, with assuranceF t,hat the bond issue <br />election would be cal ledfSedpt. 27, as voted by the <br />Counc i I in June. The Mayor referred to a workshop <br />with the Fiscal Agent and members of the Counci I <br />which was held the previous week whi Ie Mr. Whitten- <br />berg was absent from the City. Mr. Serur said that <br />it had been agreed that unti I the 1967 budget was <br />prepared, the tax rate set, and the Board of Equal- <br />ization Report in, no proper evaluation of the City's <br />financial potential could be made. The bond issue <br />election could not be called unti I proof of the City's <br />ability to retire the bonds could be documented. <br />"We have to get our house in order before we can pro- <br />ceed", the Mayor stated. Mr. Serur asked the City <br />Manager if a first draft of the '67 budget would be <br />ready in two weeks. Mr. Wolff said that it would. <br />The Mayor made it clear that he was not recommending <br />that the bond issue election be cal led,off, but only <br />that the Counci I understand thoroughly the City's <br />financial condition before taking action. He sug- <br />gested that a group of business men be cal led in for <br />an explanation of the City's financial picture. Mr. <br />Whittenberg said: "I don't know who you'thirik is going <br />to oppose it. People know a bond issue is necessary. <br />The Chamber of Commerce, the two Industrial Foundations <br />and other groups have endorsed the idea. I f we don't <br />use a positive approach, we wi II defeat it." The <br />Mayor said: "We are going to have to ~sel I' the bond <br />issue to the public. We have to have facts before we <br />Can do that." <br /> <br />I <br /> <br />The Mayor announced the Agreement between Community <br />Action and the City for additional nursing services <br />in San Marcos had been signed. The Agreement is made <br />a part of the Minutes. The City's share of the cost <br />wi" be "in kind", and wi II not require any outlay of <br />money. <br /> <br />The Mayor read a letter from Iris Foster, real estate <br />agent acting for the A.M. Ramsay Estate. He offered <br />to sel I the City 3.22 acres of open land adjoining the <br />City Cemetery for $10,000.
