<br />I <br /> <br />I <br /> <br />I <br /> <br />1 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br />SAN MARCOS APPROVING GENERAL NEIGHBORHOOD RENEWAL <br />PLAN FOR JUAN VERAMENDI PROJECT TEX. R-90: AND <br />DECLARING AN EMERGENCY. <br /> <br />WHEREAS, pursuant to the provisions of Title I of the Housing Act <br />of 1949, as amended, the Urban Renewal Agency of the City of San Marcos <br />(herein called the "Local Public Agency") has entered into a contract, <br />deSignated Contract No. Tex. R-90, with the Federal Government pursuant <br />to which the Government has made available to the Local Public Agency <br />financial assistance for the preparation of a General Neighborhood Renewal <br />plan for the General Neighborhood Renewal Area designated as Juan Veramendi <br />General Neighborhood Renewal Plan, in the City of San Marcos, State of <br />Texas (herein called the "Locality"); and <br /> <br />WHEREAS, the Local Public Agency proposes to undertake with <br />Federal financial assistance one or more urban renewal projects in the <br />above-described General Neighborhood Renewal Area; and <br /> <br />WHEREAS, there has been prepared and referred to the City Council <br />of the City of San Marcos (herein called the "Governing Body") for review <br />and approval a General Neighborhood Renewal Plan for the General Neighborhood <br />Renewal Area, dated February 1, 1967, entitled "Juan Veramendi General <br />Neighborhood Renewal Plan" consisting of 44 pages of narrative and textual <br />material and 21 exhibits and 5 illustrations plus a market absorption report <br />and a drainage investigation report both of which are in the appendix; and <br /> <br />WHEREAS, the General Neighborhood Renewal Plan has been approved <br />by the governing body of the Local Public Agency, as evidenced by the copy <br />of said body's duly certified resolution approving the General Neighborhood <br />Renewal Plan which is attached thereto; and <br /> <br />WHEREAS, there have also been presented to the Governing Body <br />certain supplementary data, including data respecting estimated grant-in-aid <br />requirements, relocation requirements and resources, and governmental actions <br />required to carry out said General Neighborhood Renewal Plan; and <br /> <br />WHEREAS. a general plan is in existence and is recognized and used <br />as a guide for the general development of the Locality as a whole; and, also, <br />there has been presented to the Secretary of the Department of Housing & <br />Urban Development, and the Secretary ha s approved, a Workable Program for <br />Community Improvement for the community; and <br /> <br />WHEREAS, the Planning Commission of the City of San Marcos which <br />is the duly designated and acting official planning body for the Locality, <br />has reported to the Governing Body respecting the conformity of the General <br />Neighborhood Renewal Plan to the general plan for the Locality as a whole; <br />and <br /> <br />WHEREAS, by reason of the fact that the City Council of the City of <br />San Marcos considers the passage of this ordinance necessary for the immediate <br />preservation of the public health, peace and safety of said City, it is hereby <br />declared to be an emergency measure demanding that the rule requiring <br />ordinances to be read at more than one meeting of the City Council be suspended, <br />and that this ordinance shall take effect and be in full force immediately from <br />and after its passage: <br /> <br />.1 <br />
