I I I 1 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS APPROVING GENERAL NEIGHBORHOOD RENEWAL PLAN FOR JUAN VERAMENDI PROJECT TEX. R-90: AND DECLARING AN EMERGENCY. WHEREAS, pursuant to the provisions of Title I of the Housing Act of 1949, as amended, the Urban Renewal Agency of the City of San Marcos (herein called the "Local Public Agency") has entered into a contract, deSignated Contract No. Tex. R-90, with the Federal Government pursuant to which the Government has made available to the Local Public Agency financial assistance for the preparation of a General Neighborhood Renewal plan for the General Neighborhood Renewal Area designated as Juan Veramendi General Neighborhood Renewal Plan, in the City of San Marcos, State of Texas (herein called the "Locality"); and WHEREAS, the Local Public Agency proposes to undertake with Federal financial assistance one or more urban renewal projects in the above-described General Neighborhood Renewal Area; and WHEREAS, there has been prepared and referred to the City Council of the City of San Marcos (herein called the "Governing Body") for review and approval a General Neighborhood Renewal Plan for the General Neighborhood Renewal Area, dated February 1, 1967, entitled "Juan Veramendi General Neighborhood Renewal Plan" consisting of 44 pages of narrative and textual material and 21 exhibits and 5 illustrations plus a market absorption report and a drainage investigation report both of which are in the appendix; and WHEREAS, the General Neighborhood Renewal Plan has been approved by the governing body of the Local Public Agency, as evidenced by the copy of said body's duly certified resolution approving the General Neighborhood Renewal Plan which is attached thereto; and WHEREAS, there have also been presented to the Governing Body certain supplementary data, including data respecting estimated grant-in-aid requirements, relocation requirements and resources, and governmental actions required to carry out said General Neighborhood Renewal Plan; and WHEREAS. a general plan is in existence and is recognized and used as a guide for the general development of the Locality as a whole; and, also, there has been presented to the Secretary of the Department of Housing & Urban Development, and the Secretary ha s approved, a Workable Program for Community Improvement for the community; and WHEREAS, the Planning Commission of the City of San Marcos which is the duly designated and acting official planning body for the Locality, has reported to the Governing Body respecting the conformity of the General Neighborhood Renewal Plan to the general plan for the Locality as a whole; and WHEREAS, by reason of the fact that the City Council of the City of San Marcos considers the passage of this ordinance necessary for the immediate preservation of the public health, peace and safety of said City, it is hereby declared to be an emergency measure demanding that the rule requiring ordinances to be read at more than one meeting of the City Council be suspended, and that this ordinance shall take effect and be in full force immediately from and after its passage: .1
