Such a manual would be both a training <br />guide for new employees and a policy manual for management. We again recommend this <br />type of manual. <br /> <br />Under a new charter and with new prov1s10ns for working capital, the City <br />is making a fresh start toward its goal of sound econcomical growth and development. <br />We sincerely hope that we can work with you in implementing the recommendations we <br />have made.
