<br /><1)/ <br />, ;/ <br /> <br />)/ <br /> <br />AN ORDINANCE PROVIDING FOR THE SELECTION OF SPECIAL <br />POLICE OFFICERS, DESIGNATING THEIR AUTHORITY, TENURE <br />AND COMPENSATION, REPEALING ALL CONFLICTING ORDINANCES <br />AND DECLARING AN EMERGENCY. <br /> <br />BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS. <br /> <br />I <br /> <br />Section 1: The Chief of Police of the City of San Marcos is hereby <br />authorized to allow a maximum of fifteen (15) members of the personnel <br />of the Camp Gary Job Corps Training Center, such persons to be selected <br />in the first instance by the Director of said Camp Gary Job Corps <br />Training Center and then to be approved by said Chief of Police, to <br />serve as special members of the Police Department of the City of San <br />Marcos. <br /> <br />Section 2: When actually on duty said special police officers shall <br />have the same authority as is vested in the regular members of such <br />department, but such special police officers shall have absolutely no <br />authority whatsoever if not on duty. By "duty", as herein used, is <br />meant such responsibilities as shall be assigned by the Chief of Police <br />to the special police officE!rs., Thus, said special police officers <br />shall operate at all times only under orders given them by the Chief <br />of Police. When on duty, the special police officers shall wear a <br />uniform and badge, such as will identify them as members of the San <br />Marcos Police Department. <br /> <br />I <br /> <br />Section 3: Said special police officers shall hold their positions <br />at the pleasure of the City Council of the City of San Marcos, said <br />council hereby reserving the right to discontinue their services at <br />any time without necessity of advance notice to them or to anyone else. <br />Said special police officers shall receive no salary or fees of office <br />from the City of San Marcos. <br /> <br />Section 4: All ordinances in conflict or inconsistent herewith shall <br />oe and are hereby repealed. The fo116wing captioned ordinance, set <br />out on page of Volume 32 of the Minutes of the City Council <br />of the City of San Marcos, rexas, is expressly repealed: "AN ORDINANCE <br />APPOINTING 'SPECIAL POLICE OFFICERS, PROVIDING FOR THEIR TERM OF OFFICE <br />AND SALARY, AND SETTING our THE AUTHORITY OF SUCH OFFICERS". <br /> <br />Section 5: The public safety being presently endangered, due to the <br />fact that the existing ordinances of the City of San Marcos do not <br />afford an adequate and comprehensive regulation of the selection and <br />responsibilities of special members of the Police Department, an <br />emergency is apparent, requiring the provisions of the Charter of the <br />City of San Marcos, which ordinarily require ordinances to be read on <br />three several days and that no ordinance shall become effective until <br />the expiration of ten (10) days following the date of its final passage, <br />be dispensed with; thus, this ordinance shall be effective immediately <br />upon its passage by this body. <br /> <br />I <br /> <br />PASSED, APPROVED AND ADmPTED this the ~~ day of May, A.D. 1967. <br /> <br />~; dl~v~ <br /> <br />Ellis Serur, Mayor <br /> <br />"C",,, ~ <br />~ <br />r,' ., ..' / "~ . 1 7 <br />(~cr[\( 1c''JPh (I 'filL <br />CiFY, Secretary <br />\.J <br />
