The decision to accept their offer was difficult, however; the
advantages offered by the City of Lufkin outweighed the disadvantages
of moving from San Marcos.

I

Much has happened in the last seventeen months to shape the future of
this City for the coming years. The passage of the Home Rule Charter,
the joint tax survey, the refinancing of the overlapping debt, and the
application for funds for the Master Plan, being the most important,
followed by the bond issue, Workable Program recertification, Urban
Renewal, Public Housing, and development of a new source of water.
am happy to have been serving as your Manager when these items were
carried out.

r wish to express my appreciation to you as Mayor and Councilmen for
the suppart you gave me in upholding my many administrative decisions,
for without such support, I could not have functioned effectively.

r thank you for allowing me to serve this City as its City Manager.

Sincerely yours,

~~C'~

William E.
