When a school bus is being <br /> <br /> <br />operated upon a street or highway inside of the limits of the City <br /> <br /> <br />of San Marcos, Texas, for purposes other than the actual trans- <br /> <br /> <br />portation of children either to or from school, all markings thereon <br /> <br />indicating "school bus" shall be covered or concealed. <br /> <br /> <br />Section 4: The driver of a vehicle upon a street or highway <br /> <br /> <br />with separate roadways need not stop upon meeting or passing a <br /> <br /> <br />school bus which is on a different roadway, or when upon a <br /> <br /> <br />controlled-access or highway and the school bus is stopped in a <br /> <br /> <br />loading zone which is a part of or adjacent to such highway and <br /> <br /> <br />where pedestrians are not permitted to cross the roadway. <br /> <br /> <br />Section 5: The Police Department of the City of San Marcos, <br /> <br /> <br />Texas, through and by its authorized agents or representatives, <br /> <br />shall post signs at such locations on the streets and highways <br /> <br />of the City of San Marcos as it deems appropriate to acquaint <br /> <br />motorists with the provisions of this ordinance. <br /> <br />Section 6: Any person, firm or corporation who violates <br /> <br /> <br />any of the provisions of this ordinance shall be deemed guilty of a <br /> <br /> <br />misdeameanor, and, upon conviction thereof, shall be punished by a <br /> <br /> <br />fine of not less than Ten and No/IOO ($10.00) Dollars nor more <br /> <br /> <br />than Two Hundred and No/IOO ($200.00) Dollars. <br /> <br /> <br />Section 7: The safety of the school children of the City of <br /> <br /> <br />San Marcos being presently endangered, due to the fact that the <br /> <br /> <br />existing ordinances of this municipality donot afford an adequate <br /> <br /> <br />and comprehensive regulation governing the receiving or discharg- <br /> <br /> <br />ing by school buses of children within the limits of the City <br /> <br /> <br />of San Marcos, an emergency is apparent, requiring the provisions <br /> <br />of the Charter of this municipality, which ordinarily require <br /> <br />ordinances to be read on three several days and that no ordinance <br /> <br />shall become effective until the expiration of ten (10) days <br /> <br />following the date of its final passage, be dispensed with; thus, <br />
