<br />In accordance with instructions given him at the Sept. 25
<br />meeting, the City Manager reported on the difference in
<br />City and developer participation, if the present Water &
<br />Sewer Extension Policy had been in effect when W.S. Rader
<br />applied for service to Tanglewood #2. Under the agreement
<br />made with Mr. Rader, water and sewer extension to the sub-
<br />division was estimated at $9,100; inside the subdivision,
<br />$4,400, totaling $13,500. Mr. Rader agreed to pay $9,600
<br />of this cost, leavi~g the City's estimated cost at $3,900.
<br />Under the pol@cy adopted Sept. 25, the City would have
<br />agreed tQpay one-half the 'cost, which would figure an
<br />estimated cost of $2,200 to Mr. Rader, and an estimated
<br />cost of $1 1,300 ~o the City. The matter was discussed at
<br />length, with Mr. Rader answering questions on detai Is of
<br />his plans. Mr. Whittenberg moved that the Counci I make
<br />the new Water aod Sewer Policy retroactive to apply to
<br />Tang I ewood #2,. Or. . Craddock seconded the mot i on. Mr. Korff
<br />brought up the necessity of hBving a "cut-off" date for
<br />applying the policy retroactively, since others might demand
<br />the same treatment. Mr. Whittenberg reminded the Council that
<br />H.Garland Stokes had suggested that Mr. Rader be given the
<br />benefit of the new policy, when the Resolution on City partici-
<br />pation was passed, Sept. 25, and that the Counci I seemed agree-
<br />able at that time. The question of a Cut-off date Was intro-
<br />duced again. Mr. Whittenberg changed his motion to read:
<br />"That the Council make the new water and sewer extension policy
<br />retroactive to in~lude Tanglewood #2, only". This being accept-
<br />able, and the question being called fo~he following vote was
<br />recorded:

<br />The City Manager reported that Southwest Texas State College
<br />had requested additional street lights on Olmos Drive, because
<br />of heavy pedestrian traffic after football games. Mr. Whitten-
<br />berg moved that the Counci I authoriz~ three or four additional
<br />street lights on Olmos. Mr. Damon seconded the motion. Mr. Flores
<br />said there were other streets in San Marcos that badty needed
<br />lighting, and perhaps if the cost was not too great, the Counci I
<br />should consider installation of lights. Mr. Bean said he had
<br />asked LCRA to make a survey of the City's street light needs.
<br />Mr. Whittenberg said there were no street lights whatever on
<br />Mimosa Drive. On roll call, the fol lowing vote was recorded:
