:) I AN ORDINANCE AMENDING AN ORDINANCE APPROVED CN THE 26TH DAY OF SEPTEMBER, 1966, ENTITLED; uAN ORDINANCE DEFINING 'BICYCLE'; REQUIRING IN- SPECTION; PROVIDING FOR AN ANNUAL LICENSE AND ITS ISSUANCE; TRANSFER O~ LICENSE; ALTERING SERIAL NUMBERS; ESTABLISHING A CHARGE; IMPOUNDING; PRO- VIDING FOR A PENALTY; PROVIDING A SAVINGS CLAUSE; ESTABLISHING AN EFFECTIVE DATEu; AND DECLARING AN EMERGENCY BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, THAT THE BICYCLE ORDINANCE BE AMENDED As ~OLLOWS: I. Delete Section I I I. Add new Section II I; SECTION III. License: It shall be unlawful for any person to ride or use a bicycle within the City Limits without having first obtained a license therefor as hereinafter provided. 2. Delete Section IV. Add new Section IV: I SECT I ON I V . I ssuance of License: The Tax Assessor- Col lector is hereby authorized and empowered.~ to issue, upon written application approved by the Chief"of Police or his represenvative, a bicycle license to any person operating a bicycle within the City Limits of the City of San Marcos. The license so issued shall be valid for the life of the bicycle. Such license, when issued, shall en- title the licensee to operate the bicycle for which the license was issued upon all the streets and public ways as permitted by this Ordinance, or other ordinances as may be applicable. 3. Delete Section V. Add new Section V: SECTION V. License: The Tax Asssessor-Collector shall provide a suitable license, together with registration certificate cards, serially numbered, beginning with Number 100. The license shal I be firmly attached to the rear of the bicycle in a location plainly visible. The license. shal I remain attached to the bicycle during the valid term of such license. 4. Delete Section VI I. Add new Section VI I: I SECTION VII. Altering Numbers: It shall be unlawful for any person, firm or corporation to destroy, remove, muti late, or alter the serial number of any bicycle pur- suant to this ordinance, or the number issued to the bi~ cycle. This section shall not prohibit the Police Depart- ment from assigning a number to any bicycle where the nmmb- er has been muti lated or is illegible. 5. Delete Section VII I. Add new Section VI II: SECTION VI I I. Establishing a Charge: An Administrative Charge wi II be made for each bicycle license and registrat- ion issued pursuant to this ordinance. Such administrative charge shall be used to defray the cost of the license plate,
