He stated they are trying to continue the development of the <br />organization and encouraged the Council to allow the Boys and Girls Club <br />of San Marcos to use the Dunbar Center for free. 3) Noah Hopkins stated he <br />wished to speak regarding bicycles. He encouraged the Council to support <br />the Bike for Ride Rally. He stated Bike to School and Work Day is April <br />1, 2004. He encouraged the Council to support bicycle lanes and <br />alternative transportation to school and work. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary stated the <br />Mitchell Center's request for the use of the Dunbar Center will be <br />agendized as a discussion item on the March 22, 2004 City Council Regular <br />Meeting. 2) Mr. O'Leary stated the Budget Policy Statement will be <br />agendized for a Public Hearing and approval on the March 22, 2004 City <br />Council Regular Mee~ing. <br /> <br />Mayor Habingreither introduced for consideration approval of four adult <br />appointments and one student appointment to the Youth Commission. Mr. <br />Mihalkanin moved to appoint Cecily Moore as the (adult) San Marcos <br />Consolidated Independent School District representative and Mr. Taylor <br />moved to appoint Gene Martin as the (adult) youth service organizations <br />representative, which passed unanimously. The remaining appointments will <br />be rescheduled. <br /> <br />Mayor Habingreither introduced for consideration approval of one <br />appointment to the San Marcos Electrical Board. Mr. Thomaides moved to <br />appoint Albert Armstead as the electrician representative, which passed <br />unanimously. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, REDESIGNATING REINVESTMENT ZONE NO. 12 FOR TAX <br />ABATEMENT PURPOSES PURSUANT TO CHAPTER 312 OF THE TEXAS TAX <br />CODE, CONSISTING OF 472.88 ACRES OF PROPERTY, MORE OR LESS, <br />LOCATED ADJACENT TO CLOVIS BARKER ROAD BETWEEN IH-35 AND <br />STATE HIGHWAY 123; MAKING STATUTORY FINDINGS; AND INCLUDING <br />PROCEDURAL PROVISIONS. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so he closed the public hearing.
