He encouraged the Council to support the Bike for Ride Rally. He stated Bike to School and Work Day is April 1, 2004. He encouraged the Council to support bicycle lanes and alternative transportation to school and work. Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary stated the Mitchell Center's request for the use of the Dunbar Center will be agendized as a discussion item on the March 22, 2004 City Council Regular Meeting. 2) Mr. O'Leary stated the Budget Policy Statement will be agendized for a Public Hearing and approval on the March 22, 2004 City Council Regular Mee~ing. Mayor Habingreither introduced for consideration approval of four adult appointments and one student appointment to the Youth Commission. Mr. Mihalkanin moved to appoint Cecily Moore as the (adult) San Marcos Consolidated Independent School District representative and Mr. Taylor moved to appoint Gene Martin as the (adult) youth service organizations representative, which passed unanimously. The remaining appointments will be rescheduled. Mayor Habingreither introduced for consideration approval of one appointment to the San Marcos Electrical Board. Mr. Thomaides moved to appoint Albert Armstead as the electrician representative, which passed unanimously. Mayor Habingreither introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, REDESIGNATING REINVESTMENT ZONE NO. 12 FOR TAX ABATEMENT PURPOSES PURSUANT TO CHAPTER 312 OF THE TEXAS TAX CODE, CONSISTING OF 472.88 ACRES OF PROPERTY, MORE OR LESS, LOCATED ADJACENT TO CLOVIS BARKER ROAD BETWEEN IH-35 AND STATE HIGHWAY 123; MAKING STATUTORY FINDINGS; AND INCLUDING PROCEDURAL PROVISIONS. Mayor Habingreither opened the public hearing and asked if anyone wished to speak. No one did, so he closed the public hearing. Mr. Taylor moved for approval of the Ordinance on first reading and Mr. Diaz seconded the motion, which passed unanimously.
