He stated TxDOT will be selecting a contractor in May, but the <br />project will not begin for another six months after their selection. He <br />stated there are still some right-of-way issues to be resolved. He also <br />stated the construction will take 12 to 18 months to complete and access <br />through Wonder World Drive will be delayed but not completely closed. He <br />stated on the Wonder World Drive Extension Project the City has completed <br />the majority of the environmental assessment and biological assessment. <br />He stated the City has sent the US Fish and wildlife the assessment <br />report, but we are still waiting for their opinion. Mr. Taylor inquired <br />as to the time frame for the project to begin after TxDOT receives all <br />their required paperwork. Mr. Avila stated after TxDOT receives all the <br />required paperwork, it would be an additional four to six months before <br />the project would begin. He stated during the four to six months public <br />hearings would be held, and the Federal Highway and TxDOT would also be <br />reviewing the project. He stated the next process would be the <br />acquisition of right-of-way and the design of the project. He stated the <br />Engineering Department is looking at construction to begin in late 2005 or <br />early 2006. He stated the estimated cost of right-of-way is $3.3 million <br />and $3.6 million for design and construction. He stated the City will <br />contribute $700,000 for environmental assessment to get clearance for <br />right-of-way. Mr. Thomaides inquired about the CAMPO Board meeting <br />decision regarding funding. Mr. Avila stated the City made a good case. <br />The project moved up to the 3rd ranked project, but this project still <br />remains in the 2007 funding year. He stated the City still has other <br />funding sources to consider. Mayor Habingreither inquired if there is <br />anything the Council can do to help expedite these two projects. Mr. <br />Avila suggested the Council contact US Fish and Wildlife regarding their <br />opinion on the assessment and become more active in CAMPO. Mr. Thomaides <br />inquired as to when are the next meetings with CAMPO. Mr. Avila stated <br />CAMPO will be deciding the 2007 funding list at their next meeting. Mr. <br />Thomaides inquired as to the length of time the City will have to raise <br />the $7 million. Mr. Avila stated TxDOT will not begin any construction <br />until the City has acquired all the right-of-way. John McBride, Chair of <br />the Bond Advisory Board, stated they meet every other mónth and send <br />reports to the Council. He provided the Council with an update on all <br />Bond Advisory activities. He stated the Bond Advisory Board is pleased <br />with the Council's decision to continue to set aside additional funding <br />for the street maintenance program. Gaylord Bose, Chair of the <br />Transportation Advisory Board, provided the Council with a summary of <br />their activities. He stated the Transportation Advisory Board has <br />scheduled some Special Meetings on March 11, 2004 and March 23, 2004. He <br />stated he feels the meeting with Texas State University-San Marcos <br />regarding the bus transportation went well. <br /> <br />Mayor Habingreither introduced a discussion regarding annexation calendars <br />for H&H Tract and Agua Tierra Tract. Mr. Mark Taylor stated he is working <br />on two annexation petitions. He stated the first is known as the H&H <br />Tract, and the Council would need to hold a Special Meeting on March 29, <br />2004. The Council agreed by consensus to hold a Special Meeting on March <br />29, 2004 at 6:00 p.m. Mr. Mark Taylor stated the second annexation is <br />
