<br />regular meeting, july 22, 1968 <br /> <br />page three <br /> <br />.-' <br />V <br /> <br />I <br /> <br />Mr. Bean introduced Henry DeFord, Division Manager of <br />Lockwood, Andrews & Newnam, Inc., Victoria Division. <br />Mr. Bean said the contract for the Comprehensive Plan <br />("701") was ready for approval by the Council. Mr. DeFord <br />had already executed the contract for Lockwood, Andrews & <br />Newnam. The third party to the contract was the State <br />Health Department. Copies of the contract were distributed <br />to members of the Council. It was explained that the contract <br />had been entered into when the application for Federal assist- <br />ance was made, but the detailed contract could only be prepared <br />after the study of the City's projected needs for the next twenty- <br />five years. Councilman Smith said he could not approve the con- <br />tract without reading it.
