<br />38. <br />Regular meeting <br /> <br />March 22, 2004 <br /> <br />Page 10 <br /> <br />Mayor Habingreither introduced a discussion regarding issuance of Water <br />and Wastewater Revenue Refunding Bonds. Dan Wegmiller, First Southwest <br />Company, provided the Council information regarding refinancing <br />Water/Wastewater Revenue Bonds. The Council agreed by consensus to move <br />forward with refinancing Water/Wastewater Revenue Bonds. <br /> <br />Mayor Habingreither introduced a discussion regarding a request from <br />Willie Mae Mitchell Center to utilize Dunbar Recreation Center. Mr. <br />O'Leary stated the City has received a request from Mr. Kyev Tatum <br />requesting the use of the Dunbar Recreation Center for the Mitchell <br />Center. He stated the Mitchell Center is requesting the use of Dunbar <br />Recreation Center from 7:00 a.m. to 7 p.m. Monday - Friday. Ms. Narvaiz <br />stated she feels the Center should be available to the community. Mr. <br />Thpmaides stated this Center is used by so many in the community. He <br />inquired whether théCity breaks even with this facility. Rodney Cobb, <br />Director of Parks and Recreation, stated they do not break even on <br />maintenance, but do break even on the day to day operations. Mr. <br />Mihalkanin stated he feels the Council should respond to the request and <br />list the reasons for denial. Mayor Habingreither stated he is not against <br />the Mitchell Center, but in support of the community as a whole. The <br />Council agreed by consensus they are not interested in allowing use of <br />Dunbar or parkland to be utilized by anyone exclusively. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Narvaiz <br />stated she attended the Main Street Advisory Board meeting and they are <br />requesting the downtown height restrictions be agendized on the next <br />Council Meeting. 2) Ms. Narvaiz stated she attended the National League <br />of Çities Conference. She stated she had informational for the Council. <br />3) Mayor Habingreither stated he attended the Texas State University-San <br />Marcos groundbreaking in Round Rock. 4) Mr. Montoya stated he attended <br />the National League of Cities Conference. He also provided the Council <br />with handouts. 5) Mr. Taylor stated he and Mayor Habingreither attended <br />the Guadalupe Basin Authority Cleanup at Southside Community Center. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to seek the City Attorney's advice <br />regarding pending litigation, contemplated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Dunbar Park/Dunbar <br />Recreation Center use); Sections 551.072 and 551.073, to discuss the <br />purchase of real property (Craddock Avenue right-of-way); Section 551.074, <br />to discuss the duties of a public officer (City Manager); and Section <br />551.087, to discuss commercial or financial information that the <br />governmental body has received from a business prospect that the <br />governmental body seeks to have locate, stay or expand in or near the <br />territory of the governmental body and with which the governmental body is <br />conducting economic development negotiations; or to deliberate the offer <br />of a financial or other incentive to such a business prospect (North IH35 <br />area; Chambers prospect update reports; Aquarena Springs Drive/Post Road <br />area). Mr. Montoya moved the Council adjourn into Executive Session at <br />9:42p.m. and Ms. Narvaiz seconded the motion, which passed unanimously. <br />
