Mr. O'Leary stated this Resolution is authorizing the <br />submittal of a grant application. He stated the application is for HOME <br />grant funding through the Texas Department of Housing and Community <br />Affairs. He stated Staff proposes that a match of $65,000.00 be provided <br />from the following in-kind services: (a) Fee Waivers and (b) upgraded <br />electric service lines, transformers, and street lighting; and (c) using <br />Public Works crews to demolish the existing homes. The Council then voted <br />unanimously for adoption of the Resolution. <br /> <br />Mayor Habingreither introduced for consideration Item 21 removed from the <br />consent agenda, adoption of a Resolution, the caption which was read as <br />follows: <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />APPROVING A PARTIAL WAIVER OF WATER AND WASTEWATER IMPACT FEES FOR <br />THE HUNTBR'S HILL DEVELOPMENT; AND DECLARING AN EFFECTIVE DATE. <br /> <br />Ms. Narvaiz moved for adoption of the Resolution and Mr. Taylor seconded <br />the motion. Ms. Narvaiz moved to amend Part 1 by adding a sentence at the <br />end... this partial waiver will apply, however, only to impact fees <br />collected in connection with development activities within the Development <br />on or before December 31, 2007, and impact fees thereafter collected in <br />connection with development activities within the Development shall be <br />subject to impact fee amounts then in effect, and Mr. Thomaides seconded <br />the motion. Mr. Mihalkanin inquired as to using the wording waiver. Mr. <br />Mark Taylor stated the impact fee Ordinance uses the term waiver. Mr. <br />Thomaides inquired as to the number of homes in the subdivision. Mr. <br />O'Leary stated the builder is proposing building about 200 homes per year. <br />Ms. Narvaiz stated the developer did not receive proper notice from the <br />City,and this property would have been grandfathered. The Council voted <br />unanimously for approval of the amendment. ON <br />BEHALF OF WILLOW SPRINGS SENIOR RESIDENCES, A 180 UNIT AFFORDABLE <br />HOUSING DEVELOPMENT RESERVED EXCLUSIVELY FOR ELDERLY PERSONS, TO BE <br />SUBMITTED TO THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, <br />FOR A TAX CREDIT ANNUAL ALLOCATION IN THE AMOUNT OF $435,179.00; AND <br />DECLARING AN EFFECTIVE DATE. <br />
