Ellifrit, <br /> <br />I <br /> <br />The Mayor called the meeting to order at 2:35 p.m" and <br />introduced Mr. Ralph S. Ellifrit, Planner for the City. The <br />special meeting had been called for further discussion on the <br />request for a change of zoning from "R-I" to "0" on a 2.9-acre <br />tract of land on lamar Street. <br />Mr. Ellifrit, using the City's proposed Major Thoroughfare Map, <br />explained projected land-use of property adjacent to the College, <br />and stated that LBJ Drive was scheduled to be widened to 4-lane <br />in long-range planning. He said multi-family dwellings should <br />be included in the projected land use, where traffic could be <br />channelled into a widened LBJ Drive. <br />A number of persons opposed to the change of zoning were <br />recognized by the Mayor. Mrs. Ruth Thomas referred to a petition <br />signed by property-owners in the area. <br />Herbert Karren spoke in defense of his request for change of zoning. <br /> <br />I <br /> <br />After everyone was given an opportunity to speak, the Mayor said <br />the policy of the Council in the past had been to accept the <br />recommendations of the Planning & Zoning Commission, and the <br />Planner. In this case, both had recommended granting a change of <br />zoning. Mr. Serur said he felt .the Council should act to benefit <br />the majority of people affected. Sinc~ the Council could not say <br />when LBJ Drive would be widened, owing to the many circumstances <br />contingent to the project, the request for rezoning presented a <br />difficult decision. <br />Councilman Zavesky moved that the request for rezoning of the <br />2.9-acre tract on Lamar, from "R-I" to "D", be denied. <br />Councilman seconded the motion. Councilman Flores offered an <br />amendment to the motion, which was accepted. The amended motion <br />was "to deny the request for rezoning until LBJ Drive was widened". <br />On roll call, the following vote was recorded: <br /> <br />AYE: <br />NAY: <br />ABSTAINING: <br /> <br />Craddock, Flores, Serur, Pool, Smith, lavesky <br />None <br />Dannelley <br /> <br />The Mayor declared the motion carried, and the request denied. <br />
