<br />regular meeting, april 14, 1969 <br /> <br />page two <br /> <br />Chief difference from the previous plan was close <br />attention to preservation of the natural beauty and <br />unique biological features of the San Marcos River. <br />Cost of the project to the City would remain practi- <br />cally the same: an estimated $2,703,600. $75,600 <br />of this figure would be paid to the Federal Govern- <br />ment; the balance was ~n estimated figure for ac- <br />quisition of right-of~way, purchase of land and con- <br />struction of bridges and utilities. Total cost of <br />the flood control plan was estimated at $7,824,000. <br />Intent of the plan, Mr. Stanberry said, was to pre- <br />serve the San Marcos River intact, from its beginning <br />to its confluence with the Blanco. The engineer said <br />they would like a statement from the Council in re- <br />gard to the plan: either "yes" or "no". The Mayor <br />said the cost was the g~eatest obstacle to acceptance <br />of the plan. Dr. Craddock moved that the Council <br />take the new proposal under advisement, after consult- <br />ation with the City Manager, before replying to the <br />Corps of Engineers. Councilman Smith seconded the <br />motion and on roll call, the following vote was recorded: <br /> <br />AYE: <br /> <br />Craddock, Contre.ras, Dannelley, Flores, <br />Serur, Smith, Zavesky <br /> <br />NAY: <br /> <br />None <br /> <br />The,Mayor declared the motion carried. <br /> <br />Warren Freudiger, E;"ecutive Director of the Housing <br />Authority, gave the Council a pr'ogress report on the <br />125 units of public housing now under construction, <br />and invited Councilmen to go on a tour of the. prolject. <br /> <br />Mr. Freudiger said an additional 205 units were on <br />reserve with the Housing Assistance Administration, <br />for future application. A 27~acre tract would be re- <br />quired as a building site for the 205-unit project, <br />which would be 100% federally funded. Mr. Freudiger <br />explained that Urban Renewal planners had estimated <br />that 400 units would eventually be needed for re~ <br />location of families in development of the current <br />projects. Mr. Dannel1ey. moved approval of a Resolut- <br />ion authorizing application for an additional 2SS <br />housing units. Dr. Craddock seconded the motion and <br />on roll call, the following. vote was recorded: <br /> <br />AYE: <br /> <br />Craddock, Contreras, Dannelley, Flores~ <br />Serur, Smith, Zavesk) <br /> <br />NAY: <br /> <br />None <br /> <br />The Mayor declared the Resolution Passed and Approved. <br /> <br />Jim T. Brown, Executive Director of the Urban Renewal <br />Agency, came before the Council to discuss the Neigh- <br />borhood Development Program. He said the Council had <br />given verbal approval of the plan, but a formal reso- <br />lution was now required. The San Marcos Neighborhood <br />Development Program .had been designated by Housing and <br />Urban Development as "T.ex A-6", and would be developed <br />in phases "A", "B", & "C", Mr, Brown stated.
