Brown, Executive Director of the Urban Renewal <br />Agency, would make the presentation of the Neighborhood <br />Development Program, after which persons would be given <br />an opportunity to speak in favor of, and against, the <br />program. Each was asked to give his name and address, <br />and to confine his remarks to five minutes. <br /> <br />Mr. Brown gave a detailed decription of the Neighborhood <br />Development Program, using maps for illustration. He <br />emphasized the objectives of the program, and stated the <br />Agency's policy on relocation of persons affected by <br />development of the area, <br /> <br />I <br /> <br />The Rev. James R, Folts, rector of St, Mark's Church, <br />was recognized by the Mayor. He commended the City and <br />Agency for their efforts to improve the physical and <br />economic ~sp~cts of San Marcos, and predicted that the <br />NDP would produce a better community in which to live. <br /> <br />Ernest Morgan, recognized by the Mayor, said he was not <br />against the program as a whole, but was representing <br />Mrs. J.D. Cummings, whose property fronts on the San Marcos <br />River. He propos~d that the property be excluded from the <br />NDP, in orde~ that private capital might be employed to <br />develop the area as a park. <br /> <br />Twenty-one persons asked questions, or spoke against one <br />phase of the program. Some were recognized by the Mayor <br />several times. A common complaint was the delay in purchas- <br />ing the land required for development of a park along the I <br />S~n Marcos River. Those who spoke after Mr. Morgan were: <br /> <br />Hardin O. Moore, Bob Barton, Ruben Ruiz, Don Trepangnier, <br />Henry C. Kyle, Josie Saenz, Jerry Flores, Ira Bowles, <br />Mrs. J.D. Cummings, Xavier Vasquez, Mrs. Anita Alvarado <br />Reyes, Frank Gonzalez, David Massey, Guillermo de la Rosa, <br />Mrs. John Rangel, Forrest Manjang, James Flores, Mrs. Mary <br />Ann Williams, Mrs., Ira Bowles, David Rose. <br /> <br />Following closing remar~s by Mr. Brown, who thanked visitors <br />for their public expression, guaranteed by law, the Mayor <br />closed the Public Hearing at 9:45 p.m., and declared a brief <br />recess. <br /> <br />R E C E S S <br /> <br />The Mayor reconvened the Council at 10:00 p.m., for consider- <br />ation of a Resolution and an. Ordinance pertaining to the <br />Neighborhood Development Program.
