B. Deliberation on offers of possible incentives to entities considering locating or expanding <br />in the San Marcos community. 0 <br />4. The Executive Session adjourned at 6:34 p.m. on Tuesday, April 20, 2010. No action was <br />required from Executive Session. <br />5. Presentation and discussion on the Texas State University Research Park by Dr. Terry <br />Golding, Director of Center for Research Commercialization Center, and provide direction <br />to staff. <br />Dr. Terry Golding, Director of Center for Research Commercialization, reported on the Science <br />Technology and Research (STAR) Park. The economic development perspective is that the <br />project is cost - effective and a perpetual generator of permanent high -wage jobs, especially when <br />linked to a university. The University desires to expand its role as an applied education/research <br />institution. Plans for the park include one of the few incubator -based wet labs in the state. The <br />program will have a flagship PhD program, integrating a science PhD with business to groom <br />high -tech entrepreneurs. Phase 1 has a Science and Commercialization building with a mixture <br />of University research facilities and an incubator section with special facilities and equipment. <br />Four to six more buildings are planned for the future and will mirror the first. <br />6. Invocation <br />Pastor Bob Smith, with the Powerhouse Christian Center, provided the invocation. <br />7. Pledge of Allegiance 0 <br />Girl Scout Troop 881 led the assembly in the Pledge of Allegiance. <br />8. Citizen Comments <br />John Hohn, 110 E. San Antonio, spoke about the creation of a pilot program to clean up river this <br />summer. It's been two weeks since the last semi - annual river clean up, and the river already <br />looks like a trash dump. He recommended the City fund a pilot program to provide river clean <br />up from the week before Memorial Day through the week after Labor Day. This program would <br />have a three- person staff to clean the river on a daily basis and prepare a detailed report on: <br />equipment needed; how best to deploy the equipment; locations where trash accumulates; nature <br />of the trash and volume of trash removed; and the affect of rain storm runoff on trash in the river. <br />He noted that New Braunfels and WORD have been doing this successfully for the past three <br />years. He estimates that this can be done for less than $20,000. <br />Jack Fairchild, 301 Martindale Road, reported that he is with the San Marcos Lions Club. The <br />San Marcos River is our most unique feature and deserves protection and preservation. There <br />are 130,000 — 140,000 tubers that will rent tubes and float down river. Those with their own <br />tube will increase the numbers to 250,000. Semi - annual cleanups will not keep our river clean. <br />He stated that the Lions Club supports paid clean up crews to help maintain the river during the <br />heavy summer months. <br />RM042010 Minutes Page 2 <br />
