Quarterly Report on Priorities, Progress and Performance by Howard Williams Chief <br />of Police, and Steve Parker, Director of Finance. <br />Police Chief Howard Williams reported on the professionalism, accountability and customer <br />services for the first quarter. Crimes against persons are up 2.2 %. Crimes against property are up <br />18.2 %. This is a problem being seen all along the I -35 corridor. Officer activity is up 2.2% The <br />percentages of Priority 1 and 2 calls are down a little bit, as well as the response time for all three <br />priority level calls continue to decrease. Traffic stops have fallen off 5.5 %. Custody arrests <br />have decreased 1.7 %. Juvenile detentions have increase 11.1 %. Loud noise complaints have <br />decrease 18.7 %. He reported on a new website, www.my eighborhoodupdate.net where <br />citizens can view what is happening in their neighborhood. <br />Steve Parker, Director of Finance, reported that our April sales tax showed a 4.39% increase over <br />the previous year. We are down 1.79 %, or about 179,000. This is the third month in a row to <br />see an increase in sales tax. He also reported on a new vendor program. Consider adoption of Resolution 2010 -59R, approving a Contract Prosecutor <br />Agreement with Mr. Conrad Fietland for professional legal services in the San Marcos <br />Municipal Court of Record at the rate of $50.00 per hour; authorizing the City Attorney to <br />execute the agreement; and declaring an effective date. <br />14. Consider adoption of Resolution 2010 -60R, approving authorization of Change in <br />Services No. 1 to an agreement between the Citv and Gomillion Kester Zimmerman, Inc. <br />for the provision of professional architect services in connection with the City of San <br />Marcos Recreation Hall Renovations Proiect to increase the original contract sum from <br />$48,000.00 to $86,300.00; authorizing the City Manager to execute the authorization of <br />change in services and declaring an effective date. <br />15.
