<br />18d <br /> <br />LONG-TERM STRUCTURE <br /> <br />I <br /> <br />The long-term structure which is shown in Figure 2 is <br />an impersonal plan which has been drawn up to approximate <br />what I feel is the structure best suited to meet the City's <br />objectives. It is "ideal" only in the sense that it is <br />the structured goal the City will work toward during the <br />next six to ten years. It is impersonal in that existing <br />personalities, existing assignments of responsibility and <br />authority, and existing reporting relationships have been <br />disregarded in constructing it. <br />The major difference in this organizational structure <br />and the existing structure is the division between the fire <br />and police departments. As the City grows and the need for <br />these services expand, the departments will grow. We will <br />reach a point where it may be advantageous for these depart- <br />ments to function separately and not under the combined head- <br />ing of public safety. However, I. do not presently feel that we <br />have reached that point. Our existing fire and police services <br />are being conducted well under the direction a~d leadership <br />of our present director of public safety. believe we <br />should challenge these two departments to continue to work <br />together in the future. <br />In effect, this organizational structure is what feel <br />will best meet the City's long term objectives.
