74. <br />Regular Meeting April 12, 2004 Page 10 <br /> <br />Mayor Habingreither introduced a discussion regarding implementation of <br />the Sign Ordinance related to off-premise signs and direction to Staff. <br />Mr. O'Leary said there is a problem regarding sign faces. Jon James said <br />the problem relates to two-sided signs versus single-sided signs. Ms. <br />Narvaiz stated the intent of the Ordinance is to minimize signage. Mr. <br />Thomaides stated he feels the total square footage should not increase. <br />Mr. Diaz stated a single-sided sign can be replaced with another single- <br />sided sign and a double-sided sign can only be replaced with a single-side <br />sign. The Council agreed by consensus to revision 2. in the Memo from the <br />Planning and Development Services Department dated April 7, 2004. Mr. <br />Mihalkanin stated he feels this amendment to the Ordinance needs to be <br />adopted on emergency. The Council agreed by consensus to bring back this <br />Ordinance back on emergency at the Special Meeting on Monday, April 19, <br />2004. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Mr. Montoya <br />stated he traveled with members of the Council and Staff of the Fire <br />Department to Monclova, Mexico. He stated the City donated two Fire <br />Trucks and one EMS unit. He also stated this was a very eventful trip. <br />2) Mayor Habingreither stated he also traveled to Monclova, Mexico. He <br />stated they toured several businesses and machine factories. He stated an <br />engine block which was built at the factory there is on display at Texas <br />State University-San Marcos. 3) Mr. Diaz stated he attended the Cleanup <br />in the Historical District on Saturday, March 27, 2004. He stated 1,300 <br />Bobcat Build Students participated in this Cleanup. 4) Ms. Narvaiz stated <br />she attended the 38th Annual Legislative Update Conference held in New <br />Braunfels. She stated David Robinson was honored as the Texan of the <br />Year. 5) Ms. Narvaiz congratulated Cheryl Norton-Warren for receiving the <br />Law Enforcement Award. <br /> <br />Mayor Habingreither introduced an Executive Session pursuant to the <br />Government Code, Section 55~.071, to seek the City Attorney's advice <br />regarding pending litigation, contempl-ated litigation, a settlement offer, <br />or a matter involving attorney-client privilege (Hays Energy, L.P., tax <br />abatement agreement); and Section 551.087, to discuss commercial or <br />financial information that the governmental body has received from a <br />business prospect that the governmental body seeks to have locate, stay or <br />expand in or near the territory of the governmental body and with which <br />the governmental body is conducting economic development negotiations; or <br />to deliberate the offer of a financial or other incentive to such a <br />business prospect (Aquarena Springs Drive/Post Road area; Barnes Drive <br />area). Mr. Montoya moved the Council adjourn into Executive Session at <br />11:~05 p.m. and Ms. Narvaiz seconded the motion, which passed unanimously. <br /> <br />Mr. Mihalkanin moved the Council reconvene at 1:07 a.m. and Ms. Narvaiz <br />seconded the motion, which passed unanimously. <br /> <br /> <br />
