21 ORDIJi4NCE 1979- 37 I AN ORDINANCE OF THE CI'IY COUNCIL OF THE CI'IY OF SAN MARCOS, TEXAS, AMENDING ORDINflNCE 1979-21, ADOPTED BY SAID COUNCIL ON ~AY 21, 1979, M1I(}j AMENDED TIlE BUIX;ET FOR THE CI'IY OF SAN MARCOS, TEXAS, FOR TIlE FISCAL YEAR BEGINNING ON OCTOBER 1, 1978, AND BIDING ON SEPTEMBER 30, 1979; AND DECIARING AN EllERGENCY. ,\~lEREAS, the City Council of the City of San Marcos, after public hearing, adopted the budget for the fiscal year beginning on October 1, 1978, and ending on September 30, 1979, on Septerrber 13, 1978; and, ~rrlERrcAS, said Council amended that budget on May 21, 1979; and, WHEREAS, in accordance with Section 8.16 of the Charter of the City of San Marcos, said Council desires to amend that budget; and, viHEREAS, said Council finds that the need to extend water service to the area annexed by the City on June 6, 1979, creates a public necessity which requires such aJl1.endment; now, therefore, BE IT ORDAHlED BY TIlE CI'IY COUNCIL OF TIIE CI'IY OF SA1'l MARCOS, TEXIS: SECI'ION 1. That the budget for the City of San Marcos, Texas, for the fiscal year beginning on October 1, 1978, and ending on Septerrber 30, 1979, be, and is hereby, arnended to include a transfer of one hundred thousand dollars ($100,000.00) from the General Fund to the Utility Fund. I SECTION 2. That due to the pressing financial obligations of the City which must be discharged immediately, an emergency is hereby declared, and provisions of the City Charter requiring that ordinances be read on three several days and that no ordinance shall become effective until the expiration of ten (10) days following the date of its final passage is hereby dispensed with, this ordinance to be jn effect immediately upon its passage by this body.
