I I I 93 REsoLurroo NO. 74 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE CITY MANAGER OF SAID CITY TO SUBMIT AN APPLICATION PURSUANT TO THE IN~ERGOVERN- MENTAL PERSONNEL ACT OF 1970 FOR A GRANT TO FUND A PROJECT ENTITLED "SAN MARCOS PERSONNEL IMPROVEMENT PROGRAM." WHEREAS, the United States Congress passed the Inter- governmental Personnel Act of 1970 with the stated purpose of assisting State and local governments to strengthen their staffs by improving their personnel administration; and WHEREAS, said Act authorized grants to general local governments if such grants will help meet essential needs in programs or projects of national interest and will assist general local governments experiencing special problems in personnel administration related to such programs or projects; and, WHEREAS, the City Council of the City of San Marcos, Texas wishes to take advantage of said Act to develop and maintain needed personnel management elements; and, WHEREAS, said Council specifically wishes to update the City's affirmative action program, employee compensation I plan, job descriptions and employee manual, and to generally improve personnel policies; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: PART 1. That the City Manager of said City, A.C. Gonzalez, Jr. or his successor, be and is hereby authorized to submit an application entitled "San Marcos Personnel Improvement Program" pursuant to the Intergovernmental Personnel Act of 1970, a copy of said application being attached hereto and incorporated herein for all intents and purposes.
